Underlying CHAI’s approach is the development of effective, government-led management systems that serve as the backbone towards facilitating program implementation; supports transition and enables governments to sustain progress, while also providing for the continued growth and evolution of national health programs.


We are seeking a motivated Analyst for the HIV/AIDS program who can work with independence, flexibility, and urgency on multiple projects to support comprehensive service delivery for HIV patients in Cambodia. The analyst will work on and assist with multiple work streams with key global and in-country stakeholders through technical assistance, data analysis, meeting coordination and training to ensure a strong end-to-end supply chain for life-saving commodities. The candidate should be self-driven, adaptable and have a high level of comfort with ambiguity. They must speak Khmer, self-assured, a fast learner, flexible coordinator, and a strong team player. The Analyst will be based at the national center for HIV/AIDS, STI and Dermatology (NCHADS), Phnom Penh, Cambodia. They will work with the CHAI Cambodia HIV team and report to the Program Manager. They will also coordinate and interface with the Senior Associate, CHAI HIV Global team and other related CHAI programs such as TB, Viral Hepatitis, Vaccine, and Sexual & Reproductive Health (SRH). Professional relationships should be highly fostered and maintained with NCHADS. Additional engagement is also required with other partners, other national health programs, sub-national health departments and related departments including the Global Fund and UNOPS.

Responsibilities
  • Support NCHADS to maintain a strong end-to-end supply chain for ARVs and HIV diagnostics commodities:
    • Under the guidance from the logistics management unit (LMU), liaise with other units with NCHADS (i.e. data management unit, STI unit, AIDS care unit and Lab Unit), partners suppliers, sub-national programs and CHAI colleagues in other countries to keep abreast of supply-side developments and mitigate bottlenecks
    • Under the guidance from the Senior Associate and Program Manager, assist in maintaining, and monitoring dashboards for ARVs (antiretrovirals) to identify stock tensions and propose mitigating actions
    • Assist in regular ARV quantification, forecasting, and procurement exercises
  • Assist in multiple facilitations of meetings and development of meeting materials, i.e. Logistics Supply Chain Working Group meeting, procurement meeting, LMU meetings and other relevant meetings are required by LMU. 
  • Develop presentations and communications to periodically brief high-level analysis of key HIV commodities such as ARVs and STI (Sexually Transmitted Infections) and other commodities through series of consultative process with stakeholders
  • Assist LMU to develop and implement the Supply Chain roadmap for Cambodia
  • Support NCHADS on other supply chain/stock management projects as assigned
  • Document the implementation of CHAI-supported interventions; support team to prepare donor reports and proposals
  • Provide daily assistance & collaboration with LMU, and support the Senior Associate and Program Manager in coordinating with NCHADS in providing day-to-day technical support
  • Other relevant tasks as requested of the HIV team towards project goals
Qualifications
  • Bachelor’s degree with experience, or a graduate degree
  • 2+ years of relevant work experience in a demanding, results-driven environment; preferably in public or private health sector, supply chain and/or business consulting
  • Exceptional problem-solving skills, goal-oriented with a willingness to improve, attention to detail, and strong analytical capabilities; ability to collate multiple data sources and handle large data sets
  • High-level proficiency in Microsoft Word, Excel, and PowerPoint
  • Strong communication and interpersonal skills; ability to build relationships with government and NGO representatives
  • Ability to work effectively and independently in a multicultural and high-pressure environment
  • Strong command of written and spoken English for business purposes
  • Ability to communicate in Khmer
