WFP Somalia’s Interim Country Strategic Plan 2019-2021 focuses on a new strategic shift towards strengthening resilience of communities; recognizing the interconnected nature of relief, nutrition, safety nets, food systems, capacity strengthening and partnerships, addressing some of the above causes within the context of chronic drought and frequent climate-related shocks.

 

The Programme Policy Officer will provide overall leadership, management and coordination of relief and resilience activities, including providing strategic direction for identifying transitioning approaches and/or referral mechanisms between humanitarian and recovery and resilience interventions and find opportunities for climate change-related activities. This position will also lead in developing project proposals, technical oversight throughout the project cycle and management and prioritization of resources from multiple funding sources.

Duties and Responsibilities:

 

Under the direct guidance of the Deputy Head of the Programme, and the overall supervision of the Head of Programme, you will:

 

• Provide leadership, technical oversight, guidance and supervision to the relief, resilience and climate change technical team, Area Offices (AOs) and partners;
• Coordinate and lead the implementation of livelihoods, resilience and climate change activities within the strategic framework of WFP and the Somalia programme;
• Support the development of the urban livelihoods portfolio;
• Participate in the review of Monitoring & Evaluation tools and Cooperating Partners reporting formats for relief and livelihoods activities;
• Participate in support and supervision missions to project sites to monitor progress and assist Area Offices in resolving challenges;
• Take part in the mid-term review and evaluation of projects and give inputs for resilience case studies.
• Develop and provide inputs for donor funding proposals and donor reports;
• Manage, prioritize and plan for resources to ensure that activities are implemented according to plan;
• Participate in the development of the Humanitarian Response Plan – Food security component as well as related reporting:
• Provide guidance for Calls for Proposals, based on community action plans and seasonal analysis and response plans;
• Oversee review of proposals for livelihoods activities and provide relevant feedback to Area Offices;
• Provide inputs for the implementation-based plan based on projected needs and available resources.
• Present project proposals for livelihoods activities to the Country Project Committee (CPC) and follow up with AOs on issues raised by the committee;
• Provide technical guidance to staff and capacity strengthening to Partners on livelihoods or resilience programming;
• Ensure that project information and database repository is kept up to date, provide activity briefs and information for communication and reporting;
• Prepare briefing and communications materials, photos and beneficiary stories on livelihoods activities;
• Participate in food security cluster and Resilience Strategy meetings with UN agencies and other relevant inter-agency stakeholders;
• Perform other related duties as required.
 

Minimum Qualifications:

 
Education: Advanced university degree in Agriculture, Urban and Rural Development, or other field relevant to international development assistance, or First University Degree with additional years of related work experience.

 

Experience: At least five years of postgraduate professional experience in designing and implementing multi-faceted food systems and livelihoods programmes in arid and semi-arid areas.

 

Language: Proficiency in both oral and written communication in English and Somali is a requirement.

 

Knowledge & Skills:

 

• Has led a small country/area office programme team or a component of a country office programme portfolio.
• Has experience managing and supervising staff, including remotely.
• In-depth knowledge and experience in development of livelihoods and resilience strategies and operational plans.
• Has minimum knowledge of general food security and nutrition programming to be able to effectively work across programme functions (social protection, nutrition, vulnerability assessment and mapping among others).
• Solid knowledge of humanitarian food security interventions.
• Solid understanding of and expertise in community engagement processes and links to local governance.
• Should have strong analytical and communication skills.
