At WFP, we are looking for an experienced Shipping Officer  to be based in Port Sudan, to be hired on a Fixed Term Contract at the NOB level.

WFP Sudan has the potential to reach millions of food-insecure people across Sudan – with a total of 7.8 million people assisted in 2020. FP Sudan, one of the largest and complex operations for WFP globally,  is currently rolling out its five-year Country Strategic Plan (2019-2023), which aims to provide emergency assistance through a hybrid approach (Cash, food and vouchers), along with life-changing types of programmes (Nutrition, Resilience and School Feeding).

JOB PURPOSE:

To contribute to daily planning and coordination of WFP shipping operations including monitoring of services provided by contracted external organizations to ensure cost-effective operations and that set objectives are achieved in full.

KEY ACCOUNTABILITIES (not all-inclusive):

Under the direct supervision of the Logistics Officer (Head of Port Sudan) the Shipping Officer, NOB will be responsible for the following duties:

 

  • Support management of shipping operations following standard processes and contribute,directly or indirectly, to the effective delivery of food assistance to beneficiaries.
  • In liaison with Country Offices, support the determination of the most efficient mode of calling forward commodities against set criteria and conditions.
  • Support negotiations on ocean transportation arrangements with vessel owners and container shipping lines by collecting and collating required information.
  • Contribute to consolidation and planning of shipments, and to the management of operational aspects of all chartered and/or liner vessels, cargoes, including checking document readiness, loading and discharging operations and contracting of stevedoring services as applicable.
  • Contribute to supply chain by providing technical support and guidance to other services, divisions and Country Offices, particularly for emergency response.
  • Contribute to the collection and analysis of data through market analysis, research and networking with colleagues, and contribute to recommendations for improvement of shipping operations.

  • Collate data and contribute to the preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), supporting a WFP-wide view of shipping activities that enables informed decision-making and consistency of information presented to stakeholders.
  • Support productive partnership building with supply chain colleagues and staff within the area of assignment to support efficient shipping operations.
  • Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiency of the teams.
  • Follow emergency logistics preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  • Where supervisory responsibilities apply, adhere to WFP standard performance management guidelines and practices to contribute to achieving service objectives and to promote staff learning and development.
  • Other as required.

STANDARD MINIMUM QUALIFICATIONS:

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field or First University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related fields with additional years of related work experience and/or training/courses

 

Experience: A minimum of three years of relevant professional experience in logistics management, supply chain management or related fields is required for holders of an advanced university degree, or five years of relevant professional experience in logistics management, supply chain management or related fields is required for holders of a first university degree. Additional years of experience and training will be an advantage.
 

Language: Fluency in both English and Arabic.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Experience in commercial or government transportation sectors.
  • Experience monitoring and reporting on port, and freight market conditions and trends.
  • Experience arranging loading and discharging operations for cargo ships and/or arranging ocean transport for liner cargos.
  • Experience in team leadership and supervision.
