Background

Job Purpose and Organizational Context: 
Saudi Arabia is witnessing economic prosperity and progress in all domains of socio-economic development which produced tangible improvement in all human development indicators such as standard of living, health and education services, environmental conditions as well as potentials of comprehensive development. In April 2016, the Government of Saudi Arabia announced its Saudi Vision 2030 – an ambitious long-term development programme. 
Saudi Vision 2030 represents an ambitious blueprint with long-term goals and expectations. It is expressed in three themes of a vibrant society, a thriving economy, and an ambitious nation. A review of the three themes and their underlying issues of national concern reveals a holistic approach to development that encompasses the three dimensions of sustainable development: the social, the economic and the environment.
 
The primary role of UNDP is to support country-led efforts to achieve the Sustainable Development Goals (SDGs). The work of UNDP around the world is anchored in diverse and effective partnerships, which are vital to our two critical roles at country level: (a) as an integrator across policy, programmatic and organizational silos; and (b) as an operational backbone for the United Nations and other partners.
 
The partnership between UNDP and Saudi Arabia dates back to UNDP’s launch in 1965.  Since then, UNDP has been providing technical cooperation for various national development goals and facilitating assistance from Saudi Arabia to least developed countries. In the early 1970s, UNDP initiated operations in Riyadh through a sub-regional office to serve the Gulf. Gradually the office was transformed from a sub-regional office into a Country Office fully dedicated to technical cooperation with Saudi Arabia. From that time, the Kingdom has been a strong supporter of UNDP cooperation in the Kingdom, with UNDP premises and project financing in the Kingdom fully supported through the contributions of the Kingdom. Indeed, Saudi Arabia’s status as a Net Contributing Country (NCC) to UNDP makes it a unique context with strong levels of ownership and programmes uniquely tailored to the local needs.  
 
The partnership between UNDP and Saudi Arabia is covering vital sectors and areas which contributes to address the needs of Saudi society, including enhancement of the local capacity of different government institutions and support to policy making and reporting. A wide set of under the scope of technical assistance is provided in order to assist the KSA departments in their reform processes. UNDP provided long- and short-term advisory services to partners on policy development and strategic direction-setting for many entities including G20 Saudi Secretariat. Moreover, the new commitments of the kingdom to advance the gender balance has created a new project with the Ministry of Human Resources and Social Development to increase the percentage of women's participation and representation at all levels of employment and in all job, categories including women's leadership positions. 
 
 
This assignment intends to provide support to overall gender related projects and initiatives for the UNDP Country Office in Saudi Arabia (UNDP CO).
 

Duties and Responsibilities

1.Gender Analysis and strategic advice to the UNDP Country Office Management:
•Undertake assessments of the country's gender policies and their impact on the achievement of the relevant national targets and the Sustainable Development Goals (SDGs) and preparation of top-quality analysis and reports.
•Provision of in-depth analysis and substantive inputs to strategic documents including the new UN Sustainable Development Cooperation Framework (UNSDCF) and the new UNDP Country Programme Document (CPD) 2022-2026. Provide analysis and strategic advice to UNDP on the current gender issues and opportunities to support inclusive engagement of women including through preparation of situation analysis that will feed into the prospective UNDP CO Strategy of Engagement.
•Identify and advise on entry points for new initiatives for UNDP to strengthen national and local capacities for gender equality and to support the advancement of women’s empowerment and gender equality in the Kingdom.
•Substantial contribution to the preparation of and launch of national and regional gender reports and thematic contributions to the sub-national, National, regional and inter-agency initiatives related to gender issues. 
•Representation of UNDP in different working groups and interagency working groups on Gender.
 
2.Gender mainstreaming in CO programming:
•Review the on-going programmes and projects and advice on possible areas for UNDP support and adjustment of to ensure that UNDP programmes are in line with national gender policies and priorities.
•Guidance and advisory support to UNDP in the development and implementation of UNDP projects and where relevant joint UN programmes in support of international and national commitments on gender equality and the empowerment of women and girls.
•Effective application of Results Based Management tools, establishment of management targets and monitoring achievement of gender related results across the UNDP’s portfolio.
 
3.Strategic partnership building and resource mobilization: 
•Advise on, advocate for, and facilitate UNDP’s efforts in forging strategic partnerships at the national and local level to promote gender equality, women’s advancement and women’s representation. 
•Advises various ministries, the Family Affairs Council (FAC), the National Family Safety Programme and other national partners of gender inclusive strategies, capacity development and promotion of women in leadership roles. 
•Advise the National partners in developing their capacity development and training strategies and enhancing and evaluating current and prospective training programmes. 
•Advise the Ministry of Municipal and Rural Affairs and other relevant key stakeholders on the participation of women in municipal elections.
 
4.COVID-19 National Gender Response:
•Review the national measures that are directly addressing women’s economic and social security, including unpaid care work, the labour market and violence against women. 
•Prepare policy advise and concrete proposals to minimize the negative socio-economic impact of COVID-19 pandemic on women and girls.

Required Skills and Experience

Education:Master’s Degree or equivalent in Gender studies, Economics, Public Policy, Social Sciences, or a related field is required.
 
Experience:Minimum 10 Years of experience in mainstreaming gender in projects and programmes, especially in the specific area of intervention, notably in the sphere of Economics.
Solid knowledge on result-based management and project implementation.
Good analytical skills and writing skills.
Experience in Saudi development context an asset.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web-based management systems.
Experience in working for an international organisations and/or UNDP is highly desirable;
 
Language Requirements:Language proficiency in both written and oral English and Arabic.
