About UNOPS in Georgia

UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner. Within these three core areas of expertise, UNOPS provides its partners with advisory, implementation and transactional services, with projects ranging from building schools and hospitals, to procuring goods and services and training local personnel. UNOPS Georgia was established in mid-2018 to support, develop and oversee UNOPS’ growing portfolio of projects in the country. The office currently provides implementation services to several projects where UNOPS works closely with development partners and the Government focusing on education, security and healthcare sectors.

The office is based in Tbilisi, Georgia with all project sites currently in Tbilisi.

UNOPS Georgia is aimed at providing efficient and cost-effective implementation services on behalf of all our partners to support the Government of Georgia achieve its national priorities through citizen-oriented programmes and projects. UNOPS Georgia office operates under the operational support of the Vienna Multi-Country Office (VIEMCO).

The ‘European School in Georgia’ Programme
The ‘European School in Georgia’ is the second phase of a wider initiative by the European Union (EU) for the six Eastern Partnership (EaP) countries. It is considered a flagship programme and one of the “Eastern Partnership - 20 Deliverables for 2020”. The programme offers high quality education to students from partner countries to increase employment opportunities, fostering cooperation, multi-cultural understanding, tolerance, and fundamental values, and promoting a better understanding of the EU and its engagement in the region.

The first phase of the programme was launched in 2018. It was implemented by UNOPS and saw the development of a partnership with an existing Georgia based IB school and launch of a scholarship
programme for up to 155 students from all EaP countries. In addition, a dormitory building was constructed, and a full Feasibility Study was developed for the second phase of the European School in Georgia project (Phase II).

The overall objective of Phase II is to promote high quality international education in the Eastern Neighbourhood. Its specific objective is to establish an EU School in Tbilisi to provide secondary level education to students from all six EU Eastern neighbours (Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova, Ukraine) and offer a European-focused learning programme that promotes European values of multiculturalism and multilingualism.

The project will support the Government to build a new European standard campus at the designated site at Lisi Lake, including sports facilities, dormitory, etc. It should be constructed, equipped and become operational for the 2023 school year, offering both a national diploma programme as well as an International Baccalaureate Diploma (IB). Moreover, support will be provided to the Government for curriculum development, establishment of a learning academy, and related teachers training. The project will provide an IB Diploma programme with a focus on European Studies to up to 90 students over four academic years through a competitive and merit-based Scholarship Programme. The IB Diploma programme will target students in the two upper grades of the secondary level (high school) education and will offer a unique, European-focussed teaching in the areas of history, politics, economics as well as languages, arts and culture.

Overall Goal of the Consultancy

Overall, the goal of this consultancy is to contribute to the successful implementation and monitoring of the ‘European School in Georgia’ Programme and respective activities to promote high quality international education in the Eastern Neighbourhood. Key functions and responsibilities include:

● Support to programme development and planning
● Contribute to programme management, monitoring and delivery of results
● Technical and operational support to programme implementation
● Networking and partnership building

Functional Responsibilities

The selected candidate will work closely with the UNOPS Project team, international consultants and the Ministry of Education, Science, Culture and Sport of Georgia (MoESCS) to support the implementation of activities relating to the establishment of a School in Tbilisi, Georgia that will provide secondary level (high school) education to pupils from all six Eastern Partnership countries. 

Support to programme development and planning

  • Support preparation of technical reports and provide inputs for programme preparation and documentation ensuring accuracy, timeliness and relevance of information.

  • Contribute to the development/establishment of sectoral programme goals, objectives, strategies, and results-based planning.

  • Provide technical and administrative support throughout all stages of programming processes by preparing materials and documentations, including Terms of References, and complying with organizational processes and management systems, to support programme planning and monitoring and evaluation of results.

Contribute to programme management, monitoring and delivery of results

  • Provide specialized support to the UNOPS Project Team, international consultants and the MoESCS with the enrolment scheme for students, implementing the educational approach in the European School and ensuring relevance for students from the Eastern Partnership region, and curriculum development, teacher training and recruitment for the European School.  

  • Work closely and collaboratively with colleagues and partners to collect, analyze and share information on implementation issues, suggest solutions and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. 

  • Review and provide subject matter expertise opinion on education related reports, surveys, assessments and other related documents. 

  • Maintain diaries and progress reports as required by the organization’s standard procedures. 

Technical and operational support to programme implementation

  • Participate in strategic discussions to influence policy and agenda setting on teaching and learning engaging government and donor partners. 

  • Undertake field visits, as necessary, and share information with stakeholders to assess progress. Report on critical issues for timely action to achieve results. 

  • Provide technical and operation support to UNOPS Project team, international consultants and the MoESCS on secondary education. 

Networking and partnership building

  • Build and maintain strategic partnerships through networking and advocacy with the Government counterparts, Project partners and consultants, donors, CSOs and other institutions to reinforce cooperation and/or pursue opportunities to promote goals and achieve sustainable and broad results on education. 


Education/Experience/Language requirements

a. Education

  • An advanced university degree (Master´s Equivalent) in Education or relevant field is required. 

  • A first university degree (Bachelor's equivalent) will be accepted in lieu of the Master´s degree with an additional 2 years of experience.

b. Work Experience

  • A minimum of five years of professional experience (or more depending on academic credentials) in education programme or project development, secondary education, curriculum development, accreditation, teachers training and other related fields is required.

  • Familiarity with Georgian local and international education policies and regulations is required.

  • Previous experience with International Baccalaureate (IB) Diploma programme and/or experience of working with education projects in international organizations or donor funded projects  will be considered as an asset.

  • Relevant experience in UN system will be considered as an asset 

c. Language requirements
  • Fluency in Georgian and English is required.

  • Good writing and editing skills, both in Georgian and English is highly desirable.
