OBJECTIVES OF THE PROGRAMME

The objective of the Health Financing (HEF) programme is to foster the development of equitable and efficient forms of health financing that enable countries to sustain progress towards Universal Health Coverage. This will be achieved through policy support to countries in concert with WHO Regional and Country Offices, the development and application of tools and approaches, the production of related knowledge products to feed into national policy and implementation processes, collaborating with and guiding partner agencies, the production and analysis of health expenditure, and capacity building in health financing for Universal Health Coverage.

DESCRIPTION OF DUTIES

The incumbent will, under the guidance and supervision of the supervisors: 1) Conduct the updating of WHO Global Health Expenditure Database, through the preparation, review, and analysis of data, in technical collaboration with country authorities, WHO country and regional offices, and with partners and experts globally; 2) Contribute to in-depth health financing data analysis, and related report publications, using information prepared for the Global Health Expenditure Database; 3) Contribute to country capacity building through technical support to countries teams and workshops in collaboration with WHO regional and country offices; 4) Contribute to the development of technical notes, guidelines and methodologies in health expenditure tracking to support standard and quality production of policy-relevant health expenditure information; 5) Contribute to the team's general project management work, including Global Expenditure Database Publication, organizing global meetings, drafting grant proposals and reporting to grantors. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: First level university degree in Economics, Health Economics, Public Health, Health Policy, or related disciplinaries
Desirable: An advanced university Degree (Masters level or above) in Health Economics, Health Policy or Public finance Management

Experience

Essential: A minimum of five years of professional experience in the field of health economics, health system financing, monitoring and evaluation, or overall health system policy with at least 2 years working experience in developing countries on broader health system matters or health information system. Demonstrated experience at the international level.
Desirable: Experience relating to resource tracking ad health expenditure analysis

Skills

Knowledge of health expenditure information, including understanding health expenditure data production and data quality challenges, and ability to analyze and present data tailored to policy issues.- Understand the concepts and issues relating to health systems financing and overall health system operation.- Knowledge of System Health Accounts 2011 framework. - Quantitative analytical skills and knowledge of statistical software such as STATA or R Desirable.- Project management experience - Understand the concepts and issues relating of public finance- Health costing experience a plus

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4547 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
