Organizational Setting

The Division of Human Resources (MTHR), within the Department of Management, plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.The HR Service Section (HSS) provides the Agency’s staff and personnel with HR services and advice in the areas of job classification, policy, administration of benefits and entitlements, administration of posts and contracts, and on-boarding of staff.

 

Main Purpose

 

Reporting to the Service Centre Coordinator and Quality Assurance, the Associate Service Centre and Quality Assurance Officer provides assistance in managing the help desk, implementing quality control processes including HR master data correction and administering payroll processing.

 

Role

 

The Associate Service Centre and Quality Assurance Officer is\: (1) an analyst, performing quality assurance functions on various Human Resources matters; (2) a coordinator, ensuring effectiveness in the work of the teams through streamlined processes and a result-oriented approach.

 

Functions / Key Results Expected

 

Regular analysis of relevant HR data to ensure data quality and seamless payroll runs; coordination of necessary corrections/adjustment between MTBF and HR Associates.
Coordination of the yearly HR benefit verification activities for the HR Service Centre, including preparatory work with AIPS, monitoring response/completion rates.
Development and maintenance of job aids based on Admin Manual and Standard Operating Procedures.
Development and delivery of training to HR Associates on full scope of HR functions in ERP system.
Analysis of core reasons for payroll data integrity issues and in discussion with supervisor development/proposal of long-term system solutions.
Review, on Ad-Hoc basis of general HR data and identification of issues/analysis of cases identified, and propose solutions, as required.
Analysis of the HR Helpdesk response times as well as assist with incoming requests, as needed.
Perform any other tasks, as required.

Qualifications, Experience and Language skills

 

University Degree in Business Administration, Human Resources or other related field.

Minimum of one-year experience in Human Resources and/or administration.
Solid knowledge of staff regulations and rules within the UN common system is highly desirable.
Proficiency in MS Office (Word, Excel, Outlook, PowerPoint) and ability to use databases and web-based management systems.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, German, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $38172 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 19926, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
