Background

The National Economic and Development Authority (NEDA) and the United Nations Development Programme (UNDP) Philippine have partnered to strengthen the conduct of evaluations of priority government programs under the Philippine Development Program (PDP). Financed by NEDA and implemented with full UNDP country office support, the NEDA-UNDP Strategic Monitoring and Evaluation (M&E) Project will help strengthen the capacities of NEDA and select government agencies to conduct evaluations that support evidence-based decision-making towards the achievement of the PDP and the Sustainable Development Goals (SDGs).

The Project has the following components:1) commissioning of evaluation studies, 2) evaluation capacity assessment, 3) advisory services for the National Evaluation Policy Framework, 4) project management, 5) program and project monitoring system.

The Project Assistant shall provide effective operational and administrative support to the implementation of the Strategic M&E Project. He/ she is expected to be able to analyze and interpret the financial rules and regulations of both Government and UNDP and assist in providing solutions to issues related to administration and operations, logistics, sourcing and contracting, and day-to-day office activities, while promoting a collaborative, client-focused, quality and results-oriented service. The Project Assistant shall report directly to the Project Officer for Evaluation Studies and the Project Coordinator of the Strategic M&E Project and work closely with the Project staff. The Strategic M&E Project reports to the Team Leader of the Institutions and Partnerships Programme Team. The Project Assistant will be expected to collaborate with Programme members and other relevant UNDP country office staff. As the Project is a partnership with NEDA, the Project Assistant will be expected to coordinate closely with the NEDA Monitoring and Evaluation Staff and other relevant NEDA Staff.

Duties and Responsibilities

1. Support in the planning and implementation of the project and delivery of its outputs, supporting the Project focusing on achievement of the following results:

  • Prepare correspondences and undertake communication to follow through on project requirements;
  • Draft meeting notices, minutes of meetings, and other documentation;
  • Perform a variety of standard tasks related to results management, including screening and collecting of projects documentation, projects data entering, preparation of revisions, filing, provision of information;
  • Ensure provision of logistical services such as arrangement of meetings workshops and other Project-related events, as well as day-to-day transportation and mission travel requirements
  • With the assistance of other relevant project staff, organize, coordinate and prepare activities such as trainings, workshops, and meetings as provided in the Project’s Annual Work Plan (AWP).

2. Ensures effective management and utilization of project resources focusing on achievement of the following results:

  • Track and prepare reports on project delivery, provide information and other inputs needed for regular corporate reports of UNDP and required reports of NEDA, and perform related tasks;Follow through with project implementing partners, responsible parties, contractors, consultants, and other suppliers on the timely and quality delivery of services as stipulated in the latter’s contracts;  
  • Assist the Project Coordinator and collaborate with the Project Officers, Finance and Administrative Assistant, and Project Assistant in preparing and following through on requisitions, procurement requests, and other contracting and contract management tasks;
  • Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas;
  • Coordination with the UNDP Procurement Team in the procurement and contract management individual contractors and firms related to the Project
  • Assist in the management of ATLAS system subject to access granted by the UNDP Philippines Country Office

3. Assist in knowledge management and stakeholder management focusing on achievement of the following results:

  • Maintain a record of project documents including meeting notices, minutes of meeting and other documentation;
  • Ensure the documentation of discussions, agreements, and action points within the team and with external stakeholders using the appropriate templates and digital tools;
  • Contribute to the population and updating of the project’s stakeholder directory, inventory of knowledge assets, and other information repositories.

4. Ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to programme implementation related issues. Identification and synthesis of best practices and lessons learned directly linked to the project.
  • Support in maintaining an effective network with development partners and Government at national level and subnational level.
  • Sound contributions to knowledge networks and communities of practice

Required Skills and Experience

Education:

Bachelor’s degree in Social Sciences, management, public administration, public policy, development, or other relevant fields.

Experience:

  • 3 years of relevant work experience in administrative, logistical and or finance support. Those with work experience in the context of monitoring and evaluation, project management, research management, and grants are preferred.
  • Proficiency in Microsoft Office applications is required and in other applications—programming, statistical analysis, design, and/or project management—is desirable.
  • Previous working experience with international organization is advantageous

Language Requirements:

Proficiency in spoken and written English and Filipino required
