Assessment of the first volume of the Project Integration through Dialogue Toolkit

BACKGROUND

The Project Integration through Dialogue Toolkit was developed based on empirical experience in 2017/18 with people seeking refuge in Vienna, Austria, and published in May 2019, to provide organizations working with refugees with a guide on how to develop and facilitate dialogue sessions, based on a series of themes related to integration that support newcomers with their integration efforts into society. The Toolkit encompasses 13 modules, as well as relevant activities that can be undertaken with refugees in a dialogue cycle. The Toolkit is publicly available for free on KAICIID’s website. After almost two years of it being in use, the Toolkit now requires an assessment of its strengths and limitations in order to provide input to a second volume of the Toolkit which the Centre plans to publish. Considering that the first volume of the Toolkit targets newly arrived refugees in Vienna, Austria, the second volume of the Toolkit will aim to have a wider scope of be inclusive of second-generation migrants as well as the host population, and incorporate themes around trust building that is relevant for cities around Europe.

FUNCTIONS

Under the supervision of the relevant Programme Manager and the colleagues from the Programme Department, the Consultant will carry out an assessment of the first volume of the Project Integration through Dialogue Toolkit in accordance with the requirements set forth by the Centre. This will be mainly carried out with two objectives in mind: Firstly, the Consultant will assess and evaluate the applicability and utilisation of the first volume of the toolkit; and secondly, make use of these findings in order to assess a potential second volume of the Project Integration through Dialogue Toolkit, which is to be drafted in 2021.

DELIVERABLES

  • Inception Report of one page with proposed data collection and analysis methodology for all the identified deliverables;
  • Carry out desk research to analyse the downloads of the Toolkit;
  • Analyse the pre- and post-evaluation forms that were used as an assessment of the dialogue sessions with beneficiaries which were based on the Toolkit;
  • Cconsultations with a range of different categories of stakeholders, including the Centre’s staff at different levels:
  • Review the draft outline of a potential second volume of the Toolkit and assess it in terms of the applicability and utilisation based on the findings of the first volume of the Toolkit;
  • Based on the findings provide an assessment for the first volume of the toolkit and provide recommendations for a potential second volume of the Toolkit in the form of a brief Assessment report of 3-5 pages.

QUALIFICATIONS AND EXPERIENCE

  • Advanced university degree (Master’s degree or equivalent) in social sciences, monitoring and evaluation, social research, management, business administration, or a related field;
  • A minimum of 4 years of assessing programme/project approaches and implementation issues with at least three similar assignments and preferably at an international organization;
  • Proven track record of Monitoring and Evaluation, especially in the planning, formulation, monitoring and assessment of programs and projects preferably in the field of dialogue, integration, migration and/or social cohesion fields;
  • Demonstrated exposure and technical understanding of monitoring and evaluation approaches;
  • Experience of working for an inter-governmental, including the UN, and international non-governmental organization (desirable);
  • Experience using Microsoft Office (Word, Excel, Publisher, PowerPoint and Outlook) (required) and data management;
  • Proficiency in English (verbal/written) with strong editorial skills; proficiency in German would be considered an asset but not mandatory;
  • Commitment to highest ethical standards and human rights;
  • Flexibility and ability to work in a pressured environment with strict deadlines;
  • Strong problem-solving skills and ability to digest, analyze and synthesize information;
  • Excellent interpersonal and cross-cultural skills;
