Purpose of the consultancy

The purpose of this assignment is to support operationalization of recommendations of the Report of the EMR Commission on Social determinants of health (SDH) and documentation of activities related to an SDC supported project on SDH at regional level and receipt countries.

Background

Health Promotion and Social Determinants of Health Unit (HPS) in EMRO, has recently concluded the first EMR Commission on SDH. The Commission has provided a detailed report on health inequities and what can be done in terms of actions by different stakeholders to reduce inequities and promote social justice in health in the Region. The report is expected to serve as the foundation of action on reduction of inequities at country level.

For this purpose, country level activity plans will be developed by WHO country offices. In addition, EMRO has received support from SDC as part of a global WHO project to promote health equity. The project will be implemented by EMRO and two WHO country offices (Morocco and Palestine). To support development of activity plans related to EMR Commission Report on SDH and documentation of implementation of SDC funded project, a technical consultant is required.

Start date: 01 April 2021

End date: 28 February 2022

Work to be performed

Output 1: Technically support development of country specific action plans to implement recommendations of EMR Commission on SDH

The consultant will perform the following tasks:

  • Deliverable 1.1: Review the analysis and recommendations of the SDH Commission report. Identify country specific actions with reference to role of sectors such as Ministry of health, WHO and other sectors
  • Deliverable 1.2: Provide technical input in the development of activity plans with WHO country offices on adaptation of the SDH Commission report findings and recommendations within the contextual realities of countries
  • Deliverable 1.3: Collect data and other related information on activities implemented under the work plan to promote health equity in line with SDH Commission report and mandate of GPW 13 and EMR Vision 2023 and produce communication products including reports

Output 2: Technical support in preparation of activities related to SDC funded project on SDH in EMR

  • Deliverable 2.1: Technically assist in development of a region specific work plan of activities for SDC supported project
  • Deliverable 2.2: Provide technical assistance in preparation of activity work plans by receipt countries and collect data on implementation for periodic reporting of the project
  • Deliverable 2.3: Coordinate collection of data and other related information from countries for periodic reporting of the project
  • Deliverable 2.4: Develop communication material related to project activities such as newsletter, flyer etc.
  • Deliverable 2.4: Develop project results reporting tools and reports for dissemination

Required Qualifications

Education: First university degree in public health, social sciences or related discipline

  1. Experience: At least 2 years of work experience in social determinants of health, health promotion
  2. Previous experience with WHO and/or UN agencies
  3. Project implementation experience will be preferred

Skills / Technical knowledge

a) Project data (qualitative, quantitative) gathering and analysis skills.

b) Communication skills

Language

Fluency in English is required

Location

Unless specified later, this assignment will be performed from EMRO premises

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.)

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.

Remuneration and budget (travel costs excluded) Remuneration: international consultant (P2 level)
