Over 80 years ago, Albert Einstein helped create the International Rescue Committee (IRC). Today, we are a leading humanitarian and development organization working in more than 40 countries and 26 U.S. cities to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. The IRC has been present in Liberia since 1996 serving as a lead partner in the health sector. The country program supports the Ministry of Health (MOH) in strengthening the health care systems and service delivery at all levels in accordance with the MOH national standards.

In recent years, IRC Liberia has deepened its commitment to supporting both local civil society organizations and community groups in their recovery efforts - first from the devastating civil war and now from the Ebola crisis.The Scaling Up Health Services Project presents an opportunity to bring these two critical elements together by strengthening civil society engagement in the delivery of health services and the rebuilding of health systems in Liberia.

Scope of Work:

The IRC has entered into a four-year cooperative agreement with USAID to implement the Scaling Up Community Health Services project in Liberia.This project will strengthen the Liberian community health system to provide health care services in hard-to-reach areas while supporting sustainable country ownership of community-based health services, through technical assistance and capacity building of Ministry of Health (MOH)/County Health Teams (CHTs). This project will increase the coverage of service providers in underserved districts and improve their capacity to deliver quality health services while strengthening CHTs and communities’ capacity to plan, manage and monitor health services.In addition, the project will work directly with local civil society organizations (CSOs) at the county and community level, providing them with funding opportunities and strengthening their technical and operational capacity to play a key role in service delivery.

This new award is designed to build on the gains achieved under the previous USAID community health grant; “Partnership for Advancing Community-based Services (PACS)”, implemented by the IRC and partners. PACS supported the government to strengthen health systems, improve reproductive maternal and child health, as well as restore public confidence in health facilities and health staff. PACS also provided support to build the government of Liberia’s capacity to control infectious diseases and efforts to rebuild the health system.


Under the supervision of the Operations and Training Manager, the Program Driver will be responsible for the safe and efficient handling of the organization daily transportation needs. S/He will essentially ensure vehicle assigned is well maintained, equipped with tools, and mechanically maintained according to IRC policies and procedures, manufacture instructions and be willing to drive long and short distances.

Specific Duties

  • Ensure that IRC driving policy is followed and always respected.
  • Serves as both a local and long-distance driver of IRC vehicles.
  • Drive safely, showing proper respect to Liberian motor-vehicle laws, pedestrians, other drivers, Liberia Police, check point guards and other officers.
  • Use the safety seat belt and follow all traffic laws at all time while driving.
  • Liaison with Driver/Mechanic and Sr. Asset & Transport Officer to mechanically maintained assigned Vehicle.
  • Maintain the vehicle in good working condition. Carry out routine maintenance checks and inform the Sr. Asset & Transport Officer whenever repairs and maintenance work are required (per IRC vehicle policy).
  • Maintaining IRC records and logs of mileage and fuel used by Vehicles.
  • Maintaining the vehicle clean and mechanically sound.
  • Ensure that vehicle is fueled before going home at the end of the day.
  • Ensure that the vehicle is always cleaned.
  • At no time is a driver allowed to transport non-IRC personnel unless approved by the Country Director, Project Director and Sr. Asset & Transport Officer.
  • Immediately report to the County Coordinator, Operations & Training Manager and Sr. Asset & Transport Officer of an accident by written report. Police report is required within 48 hours and the report will then be submitted to the Country Director.
  • Ensure that all IRC security rules and procedures are always respected.
  • Work effectively with Program Staff and ably represent the Program during distribution of supplies etc. when required.

Finance/ Budgeting:

  • To ensure Vehicle assigned are well maintained according to manufacture instruction, IRC policy and procedures and Instruction from your supervisor to keep vehicle is running cost at an acceptable amount.


  • Ensure communication system in the vehicle maintained and repaired to acceptable condition.
  • Ensure clear understanding, Fleet and Security policies
  • To ensure vehicle has updated contact phone number, call-sign.


  • Weekly and monthly updates on Vehicle maintenance
  • Monthly submission of Logbook accounting for mileages driven

Common Duties:

  • Attend and participate in trainings identified/organized by IRC and/or supervisors.
  • Follow any new procedures and guidelines designated in circulars from Sr. Asset & Transport Officer and/or Project Director.
  • To report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (LR and Worldwide).
  • The reporting of violations is an obligation on the part of each staff members.
  • To assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers.
