2 Spanish speaking Construction Engineers

Introduction

The Swedish Civil Contingencies Agency (MSB) is looking for 2 Spanish speaking Construction Engineers willing to be deployed to Venezuela. You will be seconded to UNICEF and duty station is Caracas and Zulia. You will be travelling frequently to UNICEF`s local offices. Duration of this mission is 12 months, with start as soon as possible (visa takes approx. 1-2 months to process).

Duties

Construction Specialists Number of Role(s): 2

Purpose: This position will coordinate, supervise and provide technical support to a range of large scale and quick impact projects by UNICEF. You will design and implement at field level for the rehabilitation and renovation of critical health, WASH, education and child protection infrastructure. The incumbents will supervise and provide guidance to local technical teams and ensure the quality of renovation and rehabilitation, as well as identify and assess facilities in need of rehabilitation to respond to emergency needs. You will also support in identifying and vet local companies / vendors with adequate quality and capacity of delivery for future initiatives of renovation or rehabilitation.

Some of the tasks that are expected for this role:
• Incumbents must have the experience and ability in the preparation of Terms of Reference (ToR’s), Quotations and Estimates (BOQ) and technical specifications to support the team of Supply and Procurement UNICEF during the launch of tenders.
• Ensure that all requests for WASH infrastructure works are completed with expected cost estimates once the work completed as scheduled with client acknowledgement and send completion report to Chief Field Office and Chief WASH.
• Provide technical advice and support to all program teams in the planning and budgeting of construction activities, including support for the development or evaluation of technical designs.
• Provide support to field teams to develop monitoring systems for the operation, maintenance and management of infrastructure, in collaboration with the monitoring and evaluation team.
• After the technical acceptance reception of the works, he / she will give recommendations to UNICEF in the context of properly maintaining all the installed equipment and infrastructure already executed and rehabilitated.
• The incumbents must use well AutoCAD software to better design infrastructure projects to be built and rehabilitated


Expected outcomes: 〉 Elaborated evidence-based decentralized construction strategy to ensure service delivery for children. 〉 Elaborated the feasibility analysis, technical studies and quality assurance of implementation of all the lifesaving construction projects at field level under COVID19 context. 〉 Ensured construction capacity building of national staff in charge of technical monitoring and use of constructions. 〉 Defined Operation and Maintenance priorities to ensure sustainability of constructions.

Exit Strategy: VCO will contract engineering consultants to be supervised and trained by MSB experts to allow for hand-over at the end of the deployments.

Duty Station: 1 position in Caracas (roving position for 2 field offices – Táchira and Zulia) and 1 position in Bolívar.
Duration: 12 months

Qualifications

Experience
At least 3 years of expericence in construction & support or engineering & design.
Meritorious: Experience from working with construction and support in a humanitarian context.
Education
Bachelor degree (minimum) in Engineering or related field of study.
Languages
Fluency in both spoken and written English and Spanish is required.
Other requriements
We are looking for persons with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB.
You must undergo a pre-employment medical examination by a licensed physician before being contracted.
You must inform your regular employer of your potential assignment with the MSB.

Profile

You must be able to interact with sensitivity and display respect for diversity and gender in multi-cultural environments. A capacity for working under pressure is essential, as work is often performed under difficult and demanding conditions, where the focus frequently shifts due to changes in priority.
You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organizations, NGOs, recipient governments and host populations.
You are expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.

Contractual conditions

Selection for interview will be done continuously throughout the advertisement period.

Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays salary as well as a comprehensive allowances and benefits package to field staff on international operations, ranging from free home leave travel to access to psychosocial support. In addition, participants on induction training and relevant specialist training courses receive remuneration from the MSB.
If selected for this position an evaluation will be done after the mission. The evaluation can result in an offer to be registered on the MSB roster. When you are registered on the MSB roster you can continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises.
A registration on MSB roster is valid for three years. After this period your registration will be evaluated and you may be offered an extended registration. After being registered on the roster you need to conduct the MSB induction training and any specialist training courses required.
