Organizational Setting

The Programme Management Unit (PMU) of the FAO-Saudi Technical Cooperation Programme (2019-2025) facilitates, coordinates and manages all technical and advisory services to be provided by FAO to the Saudi Ministry of Environment, Water and Agriculture (MoEWA). The project “UTF/SAU/051/SAU Strengthening MoEWA’s Capacity to Implement the Sustainable Rural Agricultural Development Programme” is the first project that has been approved within the framework of FAO-Saudi Technical Cooperation Programme (2019-2025). The project will provide technical and advisory assistance to the MoEWA in implementing its flagship sustainable rural agricultural development programme that has recently been approved within the context of the National Transformation Programme of the Saudi Vision 2030. The project expected results will be achieved through implementation of nine project components: 1) Development of coffee Arabica production, processing and marketing; 2) Development of beekeeping and honey production; 3) Development of rose production and trade; 4) Development of sub-tropical fruits production, processing and marketing; 5) Strengthening capacity of small-scale fishermen and fish farmers; 6) Strengthening capacity of small-scale livestock herders; 7) Development of rain-fed cereals production; 8) Enhancing value addition from smallholdings and rural activities; and 9) Strengthening MoEWA’s capacity in sustainable management of rangelands, forests and natural resources to support rural livelihoods.

An overall plan and budget is developed and approved, including activities and outputs that are expected to be accomplished under each component. Requirements for international technical expertise of each component have been identified. In order to ensure a coordinated, smooth, timely and successful implementation of the project, long-term competent international technical advisors will be appointed as Component Managers to each of the nine components. Each Component Manager will be supported by a team of international consultants and experts who are technical specialists in the subject matters of the various outputs and activities.

The International Youth and Gender Specialist reports to the FAO Programme Director in KSA and in close cooperation with Gender Expert at RNE..

Technical Focus

Capacity development, and knowledge management on gender mainstreaming, research, analysis and related issues

Tasks and responsibilities

The international Youth and Gender Specialist will contribute to the accomplishment of the project output Diagnostic assessment conducted to generate knowledge on smallholder’s farming systems, rural labor market, value chain development and gender analysis to support rural and agricultural development” cross cutting with the project components and the target commodities viz. coffee Arabica, beekeeping and honey rose sub-tropical fruits, small-scale fishermen produce, small-scale livestock produce and rain-fed cereals and corresponding enhancement in value addition and rural activities. More specific, the consultant will carry out the following tasks:

  • Carry out a Country Gender Assessment of the Agriculture and Rural Sector (CGA-ARS), based on a desk review of relevant documents and existing sources, and stakeholder meetings complemented with data collected at the field level, following the FAO corporate Guide. and under the technical supervision of the Regional Gender Officer.

  • Develop a needs-based programme to enhance capacity of the MoEWA to formulate and implement extension and advisory services for the integration of rural women and youth and ensure their participation in the project activities.
  • Conduct farming/rural women Training Needs Assessment (TNA), and based on the results, lead the process to formulate a training programme, including abroad and in-country study tours, to strengthen knowledge and technical/entrepreneurial skills of women and youth, to enhance their participation in the rural labour market.
  • Contribute to the development of a proposal for the establishment of incubators for women and youth entrepreneurs in the agricultural sector.
  • Formulate awareness raising strategy and campaign to raise levels of youth empowerment and gender awareness and sensitization within both formal institutions (e.g. local governments, NGOs and local groups) and informal settings (e.g. households and local communities).
  • Develop measures to promote gender equality in access to agriculture services including but not limited to appropriate technology, training and institutional funding, marketing and agricultural extension.
  • Assist the establishment of rural youth and women cooperatives and association and assist with building their institutional and services provision capacities.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in Gender, Sociology, Anthropology, Development Studies, or any related field.
  • 10 years of relevant work experience in gender mainstreaming, analysis, research, gender-sensitive programme formulation and implementation, and capacity development.
  • Experience in the context of agriculture, rural development and value chain development programmes.
  • Working knowledge of English and limited knowledge one of the other FAO languages for consultants. Working knowledge of English for PSA.SBS.

  • Work experience in International Organizations and in projects supporting developing Countries.
  • Work experience in more than one location or area of work, particularly in field positions is desirable.
  • Knowledge of Gender Analysis and related issues and methods.
  • Extent and relevance of experience in Gender mainstreaming and analysis and related issues.
  • Ability to mobilize resources.
  • Working experience on standards related to Gender mainstreaming and analysis and related issues.
