The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees.  As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

POSITION PROFILE

The Livelihood Team Leader’s function is to ensure quality implementation of Livelihoods activities and day to day field operations management, in synergy with the overall DRC Livelihood programme in Bangladesh under the direct supervision of Livelihood Manager. He/She is responsible to supervise a team of livelihoods Officers and community volunteers to carry out Livelihoods activity management at field across project targeted locations. Together with the Livelihood Manager, the selected candidate will also provide technical guidance and training for field staffs.

The Livelihood Team Leader –is responsible to develop/strengthen relationships with agencies, governance structures, and across DRC’s programme, at the field level, in close collaboration with the Livelihood Manager and Livelihood Officers. The Livelihood Team Leader is responsible for ensuring that the work of the team is compliant with donors and internal DRC reporting and accountability policy and procedures.

DUTIES & RESPONSIBILITIES

Project development, Implementation and Reporting

  • Assist in implementation of the Livelihood projects.
  • Initiate, design and execute to capacity development for Livelihood field staff, livelihood volunteer, CBOs and community groups
  • Design and lead to perform skill development (vocational and life skill) , Cash for Work (CFW) and income generation related training for stakeholders.
  • Train and support livelihoods officer and Livelihood volunteer to identify community needs through community participatory approach.
  • Asist to planning to address the needs with appropriate solutions guided by DRC’s Livelihoods strategies
  • Contribute to the PDQ with generating innovative ideas
  • Develop interventions specific implementation guidelines /SoPs
  • Implement, supervise, monitor and capacity build the Livelihood field team in partnership with the line manager.
  • Make field arrangements for planned visits to project locations.
  • Set up (or assist to set up) a clear beneficiary follow -up mechanisms and ensures that appropriate follow-ups are a Follows-up are made to support beneficiary.
  • Compile and submit regular project updates, monthly reports/any other reports needed for adhoc basis
  • Strong adherence to safety and security protocols at all times, and along with COC– dedication to reporting suspected contraventions.;
  • Ensure DRC Code of Conduct is understood, acknowledged in writing, and followed by the project staff and all volunteer labor, and infractions are reported in an appropriate and timely manner.
  • Ensure proper documentation and secure storage of any Livelihood data collected (hard and soft copies) and capitalize best practices.
  • Ensure targets are met under the approved work plans and all trackers are regularly updated.
  • Prepare all necessary financial and logistical documentation for the team’s work, in line with DRC procedures.
  • Coordinate activities with relevant stakeholders at field level.
  • Liaise closely with Livelihood actors in the field and other humanitarian partners to ensure an understanding of the overall issues and effective collaboration amongst partners; an understanding that shall be used to guide weekly work plans;
  • Partake FSS ad livelihood Working Groups meeting at regular basis and prepare and submit the 5Ws reporting at timely basis.
  • Any other tasks as may be required from programmatic support directed by the line manager or designate.

Coordination and Representation

  • Coordinate and follow up with Livelihood actors and service providers in the field;
  • Coordinate with site management and other service providers to facilitate referrals in accordance with the referral pathway;
  • Represent DRC in any relevant field based thematic meetings with stakeholders and otherwise as needed;

Support Management Team

  • Follow up all DRC / DDG Procedures for Security, Finance, Logistics, HR and Administration.
  • Uphold DRC’s international code of conduct
  • Any other tasks as may be assigned from time to time.

SKILLS AND EXPERIENCES

  • Previous experience working with vulnerable communities or refugees in a similar context; at least 3 years’ experience in Food security and Livelihood project Management.
  • At least one year of experience in facilitate /design Training of Trainers training for Service providers/Community facilitators for developing leadership skill, decision making capacity and operating the community groups individually with financial inclusion facilities.
  • Experience of working with non-governmental organization, UN, or local organization, preferably in a leadership role;
  • Good communication skills in Chittagonian and Rohingya;
  • Ability to communicate in verbal and written English, including drafting reports in English;
  • Willingness and ability to work in field environment, including in all weather conditions/emergency context;
  • Good organizational skills and capacity to work independently and as part of a dynamic team

EDUCATION QUALIFICATION  

  • Preferably a university degree in food security and livelihood, any branch of agricultural sciences, agricultural economics, sociology, or related fields

LANGUAGES (indicate fluency level)

  • Chittagonian and Bangla (Intermediate to advanced)
  • English (Intermediate)
