Over 80 years ago, Albert Einstein helped create the International Rescue Committee (IRC). Today, we are a leading humanitarian and development organization working in more than 40 countries and 26 U.S. cities to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. The IRC has been present in Liberia since 1996 serving as a lead partner in the health sector. The country program supports the Ministry of Health (MOH) in strengthening the health care systems and service delivery at all levels in accordance with the MOH national standards.

In recent years, IRC Liberia has deepened its commitment to supporting both local civil society organizations and community groups in their recovery efforts - first from the devastating civil war and now from the Ebola crisis.The Scaling Up Health Services Project presents an opportunity to bring these two critical elements together by strengthening civil society engagement in the delivery of health services and the rebuilding of health systems in Liberia.

Scope of Work

The IRC has entered into a four-year cooperative agreement with USAID to implement the Scaling Up Community Health Services project in Liberia.This project will strengthen the Liberian community health system to provide health care services in hard-to-reach areas while supporting sustainable country ownership of community-based health services, through technical assistance and capacity building of Ministry of Health (MOH)/County Health Teams (CHTs). This project will increase the coverage of service providers in underserved districts and improve their capacity to deliver quality health services while strengthening CHTs and communities’ capacity to plan, manage and monitor health services.In addition, the project will work directly with local civil society organizations (CSOs) at the county and community level, providing them with funding opportunities and strengthening their technical and operational capacity to play a key role in service delivery.

This new award is designed to build on the gains achieved under the previous USAID community health grant; “Partnership for Advancing Community-based Services (PACS)”, implemented by the IRC and partners. PACS supported the government to strengthen health systems, improve reproductive maternal and child health, as well as restore public confidence in health facilities and health staff. PACS also provided support to build the government of Liberia’s capacity to control infectious diseases and efforts to rebuild the health system.

Overview

Under the supervision of the Sr. Asset & Transport Officer, the Mechanic/Driver will be responsible to ensure the timely and proper maintenance/service of all IRC and Project Vehicles and Generators. Advise Fleet Team on all repairs and maintenance needs. S/He will essentially ensure vehicle assigned is mechanically maintained according to IRC policy and procedures, manufacture instruction and instruction from supervisor to keep vehicle is running cost at acceptable amount and be willing to drive long and short distance.

Responsibilities

Specific responsibilities include

Auto Mechanics

• To undertake the routine maintenance and repair of IRC vehicles and mechanical equipment.
• Specifically, carry out routine checks and preventative maintenance per the IRC’s or the manufacturer’s schedule.
• Report all vehicle or equipment defects to the Sr. Asset & Transport Officer. Diagnose vehicle and equipment faults and repair, as necessary.
• Ensure the security of all equipment, parts and tools used in the course of the job.
• Serve as a liaison between IRC and local garages.
• Immediately report to Supervisor on Vehicles that are misused and with mechanical/electrical defaults because of negligence by assigned Drivers.

Driving

• Ensure that IRC driving policy is followed and always respected.
• Accurately record all work done and parts used in the format provided by the Sr. Asset & Transport Officer.
• Provide technical advice to the Sr. Asset & Transport Officer on all Vehicles and Generators with high running cost.
• Serves as both a local and long-distance driver of IRC vehicles.
• Drive IRC vehicles always in full compliance with the existing traffic law and safely to ensure highest possible security for passengers and goods.
• Ensure that vehicles are only used if they are in roadworthy conditions and that safety belts are always used by the driver and passengers.
• Ensure that the vehicle logbook and other administrative forms are always filled accurate and in timely manner.
• When transporting goods, check accuracy of the waybill, count stock items, ensure signature from the receiver and return copy of signed waybill to sender.
• At no time is a driver allowed to transport non-IRC personnel unless approved by the Country Director, Project Director and Sr. Asset & Transport Officer.
• Immediately report to the DPD, County Coordinator and Sr. Asset & Transport Officer an accident by written report. Police report is required within 48 hours and the report will then be submitted to the Country Director and Project Director.

Expected Deliverables

• Strict adherence to the IRC’s vehicle policies and procedures, especially those pertaining to vehicle security.

Reporting

• Weekly and monthly updates on Vehicle and Equipment maintenance

Common Duties

• Attend and participate in trainings identified/organized by IRC and/or supervisors.
• Follow any new procedures and guidelines designated in circulars from Operations Coordinator and/or Project Director.
• To report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (LR and Worldwide). The reporting of violations is an obligation on the part of each staff members.
• To assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers.
