In Burkina Faso, IRC launched its first phase of emergency response programming in the city of Djibo in April 2019, mainly with WASH and protection activities. The IRC has more recently launched health and nutrition programs in Djibo and plans to expand its intervention in the North region. IRC also wishes to develop a program for the empowerment of women in the regions of the North, the Sahel and the Boucle of Mouhoun, which is part of a multisectoral approach strategy to meet the needs of populations affected by conflicts and travel.
Scope of work
Under the supervision of the Deputy Director of Program, Senior Manager WPE will ensure leadership over all IRC Women Protection and Empowerment (WPE) programs in Burkina Faso, ensuring quality technical programming, overseeing all program management, directing the design of new programs, and providing strategic leadership on behalf of women and girls through active participation in humanitarian coordination and advocacy. The Senior Manager WPE will provide technical guidance and advice all WPE related projects, including 1) GBV response through case management and psychosocial support, 2) prevention, including engaging men and boys 3) training and capacity building of partners, 4) economic and social empowerment (EA$E).  
The Senior Manager WPE will work closely with the WPE Technical Advisor, IRC child protection, Health, ERD and other program teams, as appropriate, as well as with local partners, international NGOs, government, and UN agencies, to improve service delivery and support complementary and, where appropriate, integrated programming. The Senior Manager WPE will also act as co-lead of the GBV sub-cluster in coordination with UNFPA, leading coordination meetings, representing the GBV sub-cluster in INGOs and the inter-agency forum and supporting technical capacity building as identified by the GBV sub-cluster. 
Main responsibilities 
1.Program strategy and business development
•Provide strategic direction, leadership, and overall technical support to Women program Empowerment (WPE) programming, ensuring it is rights and needs-based, context-appropriate, responsive, coherent, collaborative, and operationally feasible.
•Contribute to the delivery of IRC’s Strategic Action Plan outcomes for Safety.
• Proactively contribute to grow the WPE portfolio in line with the Strategic Action Plan, through development of concept notes and proposals to existing and new donors. 
•Lead the contextual WPE needs and data analysis on a regular basis to inform program development and advocacy work.
•Promote joint work across Women’s Protection and Empowerment, Child Protection as well as the Economic Recovery and Development sector and Environmental Health to enhance the quality of programming and a holistic approach to address women and girls’ specific needs. 
•Promote and assist the other IRC’s programming sectors with the integration of women and girls GBV risks analysis and mitigation. 
•Identify, monitor, and report unmet needs.  Explore the potential of the IRC to address those needs within the parameters of the Strategic Action Plan, sector priorities.
•Ensure alignment and coherence with relevant IRC country, regional and global strategies.
2.Technical quality
•Reinforce adherence to the GBV guiding principles and other international standards to ensure quality of design and implementation of all WPE activities.
•Provide technical guidance to humanitarian actors in Burkina Faso on GBV minimum standards and IASC Guidelines.
•Ensure that work with survivors, including case management, psychosocial interventions, and orientation/referral, adheres to best practices when working with survivors of GBV.
•Ensure that ethical and sound data collection and information management systems are in place for analysis, planning, evaluation, and advocacy, including through the use of the GBVIMS. Provide technical oversight to all WPE interventions, including GBV response services(such as Women and Girls Safe Spaces , case management, referral pathways, quality services enhancement through GBV actors training) and prevention with a particular focus on working with adolescent girls, women's economic empowerment, and engaging men and boys for positive behavior change.
•Provide technical guidance on integrated GBV/sexual and reproductive health and mental health and psychosocial support (MHPSS) programming, specifically supporting, coordination of activities and the safe and ethical referrals and case management between teams.
•Lead the design and implementation of technically sound programming through direct and mobile service delivery, as well as a community based GBV response and prevention mechanism including management and support of CBO partnerships.
•Proactively identify and analyze GBV concerns and gaps in intervention areas to inform current programming, strategy development, and potential expansion in response to needs.
•Work with program staff to ensure that field experiences are documented and used for learning and to advocate on behalf of the communities with which we work.
3. Staff supervision and development
•Recruit and support the hiring of WPE staff in coordination with Human Resources and others.
•Coach, train, and mentor staff across operational regions (currently North, Sahel, Boucle du Mouhoun and soon East, Centre Nord, Haut bassin and Cascades) with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance.
•Supervise and mentor staff, including communicating clear expectations, and in partnership with the direct line supervisor, setting performance objectives, providing regular and timely performance feedback, and contribute to the annual and mid-year performance reviews. 
•Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.
•Maintain open and constructive communication and relations with Field Coordinators as well as key support staff in Finance, Administration, and Operations departments.
•Oversee the building of capacity and skills around program management, grants, management, spending plans, work plans, coordination, and staff supervision.
•Identify training needs for WPE, and MHPSS and partners, and support the organization and facilitation of training to meet those needs, in collaboration with the entire team.
•Provide guidance and technical support to teams through regular field monitoring visits.
4. Monitoring, evaluation, quality assurance and reporting
• Maintain an effective monitoring, evaluation and planning system,
•Supervise the deployment of GBVIMS in Burkina.
•Responsible for all internal and external programmatic reporting, including donors’ reports. 
•Coordinate program evaluations and reviews, ensure documentation of lessons learned informing reporting and program development. 
•Contribute to the development of guidelines, including technical design of software and hardware interventions for all domains under its responsibility. 
•Ensure IRC and international quality standards for humanitarian action are fulfilled throughout the project management cycle. 
•Provide technical support in WPE to the team under direct responsibility and the overall mission.
•Ensure that gender, protection, and environmental impact are mainstreamed in all programming under direct responsibility.
5.Coordination and representation
• Provide strategic leadership for the GBV sector on behalf of IRC in humanitarian, development, and peacebuilding coordination, including the GBV working group.
•Liaise with UN and INGO partners, government departments, local authorities and beneficiaries in planning and response to emergencies.
•Invest in building and maintaining relationships with local partners, specifically other GBV, health and protection actors operating in IRC intervention areas.
•Coordinate closely with IRC program, operations, and finance teams in the different intervention regions for effective program planning.
•Develop and maintain effective working relationships with relevant stakeholders, including community leaders and other implementing partners.
•Identify advocacy opportunities together with the DDP , CP &WPE Coordinator and based on information coming from the field.
•Together with the DDP, contribute to the advocacy efforts of IRC Burkina Faso and the West Africa Region through analysis of the policy environment and trends.
