You will support the Prevention, Fragility and Peacebuilding Team in Programme Group in the coordination, planning, design and implementation of global programmatic policy, analysis, coordination, guidance and capacity development to ensure that UNICEF work is conflict sensitive, risk-informed and contributes to peace and social cohesion in particular in humanitarian situations and in the context of COVID19 recovery - with the aim of improving results for children in fragile and conflict affected settings.

Achieving results for children and operating effectively in fragile and conflict-affected contexts, requires a stronger link between development and humanitarian programming, a better understanding of context through stronger risk analysis, including conflict analysis, and a focus on reducing vulnerabilities and building capacities of local actors and institutions, especially at the sub-national and local level to address underlying causes of fragility and conflict.   It also requires UNICEF to ensure its programmes are conflict sensitive and contribute to sustainable peace. UNICEF will continue to develop and refine specific guidance, tools, as well as strengthen staff capacity to achieve maximum results for children living in fragile and conflict affected contexts.

UNICEF’s Programme Group is responsible for ensuring technical oversight and field engagement with UNICEF’s country programmes of cooperation across the world. These programmes cover interventions in many social sectors as well as an increasing effort to improve cross-sectoral coordination and collaboration.

Under the guidance and direct supervision of the Programme Specialist, Peacebuilding and Fragility of the Programme Group, the Programme Specialist supports the Programme Group and also works in close collaboration with sections in Programme Division, EMOPS and other relevant divisions, as well as with staff of other UN Agencies and UNICEF external partners

You will support the Prevention, Fragility and Peacebuilding Team in Programme Group in the coordination, planning, design and implementation of global programmatic policy, analysis, coordination, guidance and capacity development to ensure that UNICEF work is conflict sensitive, risk-informed and contributes to peace and social cohesion in particular in humanitarian situations and in the context of COVID19 recovery - with the aim of improving results for children in fragile and conflict affected settings.

How can you make a difference?

Supports the development, management and dissemination of knowledge products, guidelines, tools and best practices on effective programme delivery in fragile contexts and peacebuilding programming for application to UNICEF’s wider engagement in humanitarian and fragile contexts:

  • Document case studies and experience of UNICEF’s contribution to peacebuilding and operations in fragile contexts across regions and countries, with particular focus on the positive role of young people in preventing violence and sustaining peace.
  • Exchange with key internal stakeholders and external partners to keep abreast of recent developments and ensure collaboration around relevant initiatives and products.
  • Draft UNICEF position papers drawing on inputs from relevant divisions and sections within UNICEF for advocacy on child rights and basic social services within relevant global/UN frameworks and coordination mechanisms.
  • Develop webinars, communication materials, internal and external communications.
  • Manage, maintain and promote knowledge management platforms and tools for increased global, regional and field use.

Supports strengthened systems for monitoring and evaluation of UNICEF’s practice for conflict sensitivity, peacebuilding and sustaining peace:

  • Provide support to country offices and sectors in NYHQ in development of theories of change, results frameworks and monitoring and data collection tools for social cohesion and peacebuilding-oriented programming, with a focus on innovative and participatory methods.
  • Supports global corporal reporting on peacebuilding results and contributions internally and through inter-agency reporting mechanisms and publications.

Supports capacity development efforts to UNICEF HQ, Regional and Country Offices conflict analysis, conflict sensitivity and peacebuilding programming:

  • Contribute to the revision, development and dissemination of tools, guidance, and indicators on engagement of children and young people in conflict analyses processes and peacebuilding programming.
  • Assist the Fragility and Peacebuilding Programme Specialist to provide technical support to UNICEF Country and Regional Offices (remote and direct), sections and units at UNICEF Headquarters in the design of conflict and risk analyses, the development of peacebuilding programmes, and the monitoring of their implementation.
  • Organize events, workshops and trainings to develop UNICEF’s staff capacities and knowledge around the global agenda for resilience.

Supports resource mobilization and fundraising activities

  • Contribute to development of funding proposals to support UNICEF’s strengthened capacity for conflict sensitivity, peacebuilding and resilience and related areas of work.

To qualify as a champion for every child, the candidate must have…

  • An advanced degree (Masters or higher) in Political science, development, international relations and/or other related field is required.
  • A minimum of five (5) years of progressively responsible professional experience at the national and/or international levels in the field of programme coordination, management and research on issues of governance, peace with a focus on fragile and conflict affected contexts, on in a related area is required. 
  • Familiarity with UNICEF programming and the challenges of implementing peacebuilding and conflict sensitive programmes in humanitarian, fragile and conflict affected situations is required.
  • Knowledge of risk, resilience and fragility policy and practice and Programme M&E is required.
  • Experience in the development of training material, website management and publications is an asset.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
