Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Somalia’s Strategic Note is aligned with the UN Cooperation Framework (2021-2025) and the Somalia National Development Plan-9, Humanitarian Response Plan. Within this plan, targeted gender equality and women’s empowerment interventions are undertaken to increase development effectiveness.

The key programmatic areas for UN Women Somalia elaborated in the Strategic Note and annual work plan include, women’s leadership in peace, security and humanitarian response; promoting women’s economic empowerment and humanitarian action, among others.

Women’s economic security is critical for the eradication of poverty and achieving sustainable development because when women have ownership and control over productive resources and access to productive work, they can ensure a better livelihood for their families and communities.  Furthermore, when women are economically empowered, they are more likely to attain political and social empowerment.

UN Women has been working closely with partner agencies in promoting humanitarian assistance programme aimed at addressing critical gender gaps in humanitarian response and enhancing resilience and wellbeing among women and girls in IDP settlements and their host communities. The Government of Japan funded Women's Leadership, Empowerment, Access and Protection (LEAP) project seeks to promote access to livelihood opportunities; preventing/ reducing violence against women and girls in the target communities and building and sustaining peace through gender responsive stabilization and recovery of conflict affected displaced women and men in Kismayo (Jubaland) and Baidoa (South West). The project will directly benefit women (mainly IDPs and women at risk in host communities) in Kismayo (Jubaland) and Baidoa (South West) in sustaining their livelihoods and resilience.

Reporting to the Country Programme Manager, Monitoring and Reporting Specialist will collaborate closely with the Regional Office and the Country Office colleagues to ensure monitoring, organizational outreach efforts and reporting are aligned with corporate policies and initiatives. The Specialist also collaborates with RO and CO colleagues to support outreach campaigns, monitoring and reporting initiatives.

Duties and Responsibilities

Provide technical inputs to programme formulation to ensure monitoring and reporting is incorporated:

  • Provide inputs to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Include relevant inputs from evaluation findings, conclusions and recommendations into programme formulation;
  • Provide inputs to annual work plan monitoring, reviews and reporting;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
  • Facilitate the clearance of donor agreements and Programme Cooperation Agreements;
  • Provide inputs, information and statistics for quarterly and other reports to the Donor and UN Women.

Provide technical inputs to the monitoring, evaluation and tracking of results against country/ regional level targets and UN Women Somalia Strategic Note:

  • Develop, manage and lead the implementation of a rigorous LEAP program learning, monitoring and evaluation framework;
  • Provide technical guidance on Results Based Management (RMB) and Learning, Monitoring and Evaluation (LME) to all project teams, including conducting practical training as required;Serve as the main RBM and M&E focal point for Somalia Office and provide necessary data for the reports, and to RCO, RO and HQ as required;
  • Monitor data from partners on a quarterly basis and provide inputs to regular management briefs to inform decision making;
  • Visit partners, along with the Programme Team, to support monitoring of results and planning processes and ensure data collection and analysis as required;
  • Monitor the spending of donor funds and other programme expenditures and disbursements;
  • Contribute to the development and monitoring of the Somalia Monitoring, Evaluation, and Research Plan.

Coordinate, Consolidate and Finalize the reporting of results to internal and external audiences:

  • Coordinate, Consolidate, Finalize and ensure timely submission of Government of Japan funded LEAP program and other donor funded project reports;
  • Monitor and ensure the process of the CO meeting internal and external reporting requirements and deadlines, including quarterly RMS reports and annual reporting process;
  • Contribute substantial inputs to donor and programme reports (both narrative and financial);
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Collect and maintain data for country, reports, mid-term reviews, and final evaluations;
  • Participate in quarterly, semiannual and annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports.

Coordinate and Support the development and implementation of communication and outreach/advocacy strategies:

  • Support the design, and implementation of communication and outreach/advocacy strategies, including media strategies; ensure gender perspective;
  • Integrate communication, advocacy and outreach strategies into proposals for project/programmes and other initiatives;
  • Develop and produce communication and advocacy instruments and materials, including briefing materials, press releases, and articles and coordinate its dissemination through effective channels;
  • Lead the engagement and supervision of video producers and other communication specialists to produce audio/ visual material on UN Women’s work;
  • Develop brochures, factsheets, stories from the field to inform media and general public at the regional level.

Facilitate knowledge building and sharing:

  • Identify and synthesize best practices and lessons learned from the CO and the partner agencies directly linked to Somalia programme goals and activities and ensure exchange of information;
  • Provide training and workshops on communication and advocacy as appropriate.
  • Support monitoring and evaluation of the effects and impact of the project;
  • Perform other functions as assigned by the Supervisor.

Required Skills and Experience

Education and certification:

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience at the national or international level in monitoring and reporting of projects/ programmes;
  • Proven professional work experience in public relations, communications or advocacy, including in media relations;
  • Experience in the use of social media;
  • Field experience is an asset;
  • Experience in the United Nations systems in an asset.

Language Requirements:

  • Fluency in English and Somali is required;
  • Knowledge of the other UN official working language is an asset.
