Organizational Setting

The Regional Office for Europe and Central Asia (REU) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. REU also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

FAO Ukraine is a project management Office headed by the Regional Programme Leader (RPL) under the operational responsibility of the Regional Office for Europe and Central Asia. FAO Ukraine is contributing to the development of national policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

In the framework of project TCP/RER/3707, the FAO Regional Office for Europe and Central Asia (REU) is carrying out baseline studies on Early Warning Systems (EWS), Agro meteorology Services (AS), and Disaster Risk Reduction (DRR) in selected countries from Caucasus and Eastern Europe. Each country study will review the current status of the EWS, AS and DRR and assess the gaps and needs to improve the EWS, AS and DRR. The results of the country studies will be used as technical background reports for capacity development initiatives and for a regional consultation.

Reporting Lines

The National Specialist on Early Warning Systems and Disaster Risk Reduction in Agriculture will work under the overall supervision of FAO Regional Programme Leader for Europe and Central Asia, the direct supervision of FAO Ukraine Head of Office, the technical supervision of the Lead Technical Officer of project TCP/RER/3707 and in close coordination with International DRR Specialist in REU and the programme and administrative team of FAO Ukraine.

Technical Focus

Disaster Risk Reduction (DRR) with focus on climate related disasters

Tasks and responsibilities

The national Specialist on Early Warning Systems and Disaster Risk Reduction in Agriculture will compile a baseline study on EWS, AS and DRR in the country, with following technical tasks:

  • Update the draft baseline study report in English, based on inputs received from the FAO reviewers.
  • Update the Ukrainian version of the draft study report to correspond to the English final draft.
  • Support the organization of a national technical review meeting and record the discussions and recommendations in order to improve the report (online or in presence subject to lifting of movement restriction due to Covid-19).
  • Liaise with relevant national authorities, institutions and partners to gather the required additional information to improve the report, as and if needed.
  • Update the country study report based on the feedback from the technical review meeting and the dedicated meetings with relevant respondents and finalize the study report in line with the comments received.
  • Support the organization of a national event to hand over the report to the government (online or in presence subject to lifting of movement restriction due to Covid-19).
  • Undertake any other task as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree on relevant fields (e.g. Agricultural and Natural Science)
  • Five years of relevant experience in DRR, EWS, AS or relevant areas
  • Excellent knowledge of English and Ukrainian
  • National of Ukraine or resident in the country with a regular work permit.

Technical/Functional Skills

  • Work experience in the area of DRR/CCA is highly desirable.
  • Computer literacy of Microsoft package including Word, Excel and PowerPoint;
  • Excellent communication skills in English and strong computer, report writing, and presentation skills
  • Experience in policy analysis and/or programme development in social protection and CCA/DRR;
  • Proven ability to handle technical discussions with government and other stakeholders

Selection Criteria

  • Adequate knowledge of existing DRR strategies implemented on a local and national scale
  • Proven to work independently
  • Sufficient experience in coordination is also an advantage
