Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative (FAOR), is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The NPP shall operate under the direct supervision of the FAO Representative in Tajikistan and in close cooperation with Assistant FAOR in Tajikistan, technical officers, administrative and other personnel of the Representation, project personnel, and the relevant divisions at FAO headquarters, FAO Regional Office for Europe and Central Asia (REU), FAO Sub-Regional Office for Central Asia (SEC).

Technical Focus

The NPP will be responsible for the day-to-day administrative matters of the FAO Representation in Tajikistan.

Tasks and responsibilities

  • Review and provide guidance on human resources-related queries, from staff and non-staff;
  • Coordinate support services related to the employment and servicing of staff and non-staff and initiate system-based action accordingly;
  • Prepare the staffing plan of NSHR (Non-Staff HR) holder under FETAJ Division;
  • Support the briefing and de-briefing of FETAJ staff;
  • Assist in the coordination of the recruitment process of all categories of staff and non-staff, including the preparation and submission of vacancy announcements following established guidelines and procedures; organize interviews and panels, communicate with applicants, and prepare offers/terms of employment as appropriate;
  • Provide advice on salary and relevant benefits, travel, and social security entitlements. . Recommend level of remuneration for national consultants based on UNDP local scale (non-staff human resources) and advice on remuneration for international consultants as necessary liaising with the SSC and CSH accordingly.
  • Assist in processing of monthly NSHR time cards (OTL) in GRMS, follow up on payment inquiries and OTL revisions;
  • Assist in preparing up-to-date guidance notes, for project personnel on the contractual matters in line with FAO policies and procedures and alignment of leave entitlements (annual, maternity/paternity, sick leave, etc) with the Civil Servants Law;
  • Collect and research background information; update organization charts and staffing tables for internal use; draft correspondence, reports and statistics related to human resources activities as appropriate;
  • Assist the FAOR in carrying out hiring and termination processes of NSHR, initiate required HR actions (ePPR), funding change, and etc;
  • Preparation of annual HR plans under FETAJ division;
  • Assist Accounts Payable on clearances of consultants’ honoraria payments, providing details performing necessary accounting adjustments (management of timesheets and timecards of RP and project consultants);
  • Review, maintain and update confidential personnel information, records and files; ensure completeness and accuracy of records and that follow-up system on actions are taken;
  • Investigate and resolve payment inquiries in collaboration with finance staff;
  • Conduct monitoring of completion of mandatory trainings of FETAJ staff;
  • Request and process forms related to personnel performance evaluations;
  • Act as focal point for HR issues on related meeting conducted by UNRC office in the Tajikistan;
  • Perform other administrative duties as and when required.
  • Oversee travel requests and administer the necessary travel arrangements including transportation, security clearance, tickets, travel allowance payments, etc.;
  • Provide general supervision of the travel-responsible personnel, including ensuring their compliance with FAO rules and regulations, provide performance monitoring reports, etc.;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Business Administration, Economics or a related field;
  • At least 5 years of previous experience with international organizations in procurement, logistics, administration, finance, travel and HR.
  • Proficiency in English and Russian languages;
  • National of the Republic of Tajikistan.

  • Tajik is an advantage;
