Senior Forestry Officer (Team Leader)

The Senior Forestry Officer reports to the Director, NFO.

Social aspects of forestry including community-based forestry and related poverty, livelihoods, food security, nutrition and health aspects; forestry related social issues with regard to access to resources and inclusiveness, including indigenous peoples, gender and youth; community organization and collective action including small scale enterprises, producers organizations and networks; management of forests and trees as part of community land use including climate, biodiversity and other natural resources conservation, restoration and sustainable use issues.

Leadership and technical policy expertise for the planning, development and implementation of Divisional Programmes of work, projects, products, services in accordance with FAO Strategic Objectives.

• Plans, manages, or leads highly specialized or multi-disciplinary teams, leads, coordinates, and/or participates on Organization-wide, cross-Divisional committees, project teams, and working groups, and/or provides technical leadership/secretariat services on technical networks and/or international technical policy and standard setting bodies.
• Analyzes global and country specific requirements and relevant technical issues to provide critical input into the FAO Strategic Objectives, Programme of Work, work plans and the supporting budgets and/or resourcing strategies.
• Implements and monitors programmes of work involving the development of the approach, evidence based strategies, and related tools, methodologies and the supporting system/database, monitoring and reporting frameworks.
• Conducts, designs and oversees research and analysis activities to support the development of technical standards, international instruments, innovation, technical reports, publications and/or on-going programme development as well as the provision of technical and/or policy advisory services.
• Provides technical and policy advice to Member countries and technical support to decentralized offices in the development and implementation of their programmes.
• Leads and/or collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning, on-line tools.
• Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased policy dialogue and develops and negotiates effective working relationships/consensus and agreements with international and national stakeholders.
• Leads and/or participates in resource mobilization activities in accordance with the FAO Corporate strategy.

• Leads NFO normative work on social and community forestry aspects, including rights of access to resources, inclusiveness, equality related issues of indigenous peoples, gender and youth as well as on community organization and collective action related to management of forests and trees as part of community land use including climate, biodiversity and other natural resources conservation, restoration and sustainable use issues;
• Leads implementation of projects related to the above and provides normative support to NFO and FAO's operational and field level programmes, including on policy support and capacity development to enhance the contributions of forests and trees to food security and nutrition and to poverty reduction;
• Mobilizes resources as well as FAO internal and external partnerships and initiatives to upscale impacts on FAO's objectives related to the above in the context of FAO's strategic framework and relevant strategies;
• Promotes interdisciplinary work by the Team and strengthens synergies and collaboration with other teams within and outside the FAO Forestry Division and with regional and decentralized offices in the context of the implementation of FAO's strategic framework;
• Fosters, strengthens and manages strategic partnerships with relevant institutions at international, national and local levels, including the private sector, NGOs and donors dealing with matters related to social forestry;
• Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

• Advanced university degree in forestry or other fields related to social forestry
• Ten years of relevant experience in social forestry issues, including in developing countries
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish)

• Work experience in more than one location or area of work, particularly in field positions is essential
• Extent and relevance of experience in different countries and regions, especially in developing countries and countries in transition
• Extent and relevance of experience in normative work on social forestry issues, in particular on rights of access to resources, inclusiveness and equality as well as community organization and collective action related to sustainable management and use of forests and trees
• Extent and relevance of experience in planning and implementation of programmes and projects related to social forestry, including on policy support and capacity development at country and sub-national levels
• Extent and relevance of work on data, statistics and evidence related to social forestry issues, including data collection and enhancing access to decision makers
• Demonstrated ability to mobilize resources, partnerships and initiatives
• Extent and relevance of experience in organizing international meetings and/or trainings.
