UNICEF Timor-Leste is seeking for a national/international consultant to conduct an evaluation for the Risk Communications and Community Engagement (RCCE) actions in four municipalities (Baucau, Dili, Ermera and Manatuto).

How can you make a difference?

Under supervision of the C4D Officer, conduct an evaluation that will identify the results of Risk Communications and Community Engagement (RCCE) actions in four municipalities (Baucau, Dili, Ermera and Manatuto). 

WORK ASSIGNMENT:

  1. Consult with MOH and UNICEF to review the rapid assessment questionnaire, develop semi-structure questions for focus group discussion, define methodology, include sample for the research, input the questionnaire in the digital platform and prepare evaluation plan.
  2. Develop orientation presentation for enumerators; support enumerators to conduct data collection and focus group discussions in 4 Municipalities and monitoring the quality of data.
  3. Prepare evaluation report and presentation

CONTRACT DURATION: 30 working days to be started as soon as possible.

To qualify as an advocate for every child you will have…

  • Advanced university degree in health, social sciences or another relevant field;
  • At least three years of experience in the area of surveys, evaluations and assessments, preferably in social and health related areas;
  • Experience conducting quantitative and qualitative research in Timor-Leste is an advantage;
  • Experience in using digital platforms such as ODK/ONA, Kobo toolbox is a distinct advantage, including experience in inputting questionnaires.
  • Familiarity with ethics of survey, including child protection;
  • Ability to facilitate consultations and group discussions;
  • Oral and written proficiency in English and Tetun.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
