Background

The Sustainable Tourism for Livelihood Recovery project – a joint project of the Nepal Tourism Board (NTB) and UNDP – aims to support the revival of the tourism sector. In light of the need for immediate livelihood opportunities, the project will focus on providing short-term employment opportunities to the vulnerable communities whose livelihood is dependent on tourism.  In parallel, the project will also initiate activities to support the long-term revival of the tourism sector by creating sustainable jobs and livelihood opportunities in partnership with the private sector; developing human resource capacity; supporting the creation of tourism-based enterprises; strengthening sector-related data and information management and digitalization; and articulating a comprehensive tourism recovery strategy. Aligned with sustainable tourism concepts, project activities will be oriented towards promoting a green economy. The project has three interlinked outputs: 

  • Vulnerable tourism dependent communities particularly women and people from disadvantaged groups in the tourism sector that have lost their source of income due to COVID-19 have received short-term employment opportunities to meet immediate livelihood needs;
  • Entrepreneurs and other workers in the tourism sector have enhanced opportunities for employment and income generation through the renovation and development of tourism sector in major tourist destinations; 
  • The institutional capacity of the NTB is strengthened through the formulation of a comprehensive tourism recovery strategy, as well as through increased digitization and other efforts for future disaster risk management.  

Under the overall guidance of the National Project Director and National Project Coordinator, the Livelihood Advisor will work under the direct supervision of the National Project Manager (NPM). S/he will also work in close collaboration with other departments of NTB as necessary. S/he will also coordinate with UNDP and other tourism associations for the effective implementation of the project. 

 

Duties and Responsibilities

The key Responsibilities of the assignment are: 

1. Technical support for the implementation, monitoring and quality assurance of the livelihood activities of the project.

  • Assist NPM in the development of annual and quarterly work plan primarily focused on livelihood activities; 
  • Prepare detail implementation plan of the livelihood activities;
  • Provide necessary technical support including the preparation of the terms of reference, concept notes, action plan in operationalizing livelihood activities of the project;
  • Assist NPM in preparing progress reports including quarterly and annual reports.

2. Research and advisory support and capacity building of the stakeholders for livelihood promotion 

  • Lead the researches and studies of the livelihood’s challenges and priorities of the beneficiaries focusing on tourism sector recovery; 
  • Develop suitable livelihood options and enterprise development in promoting sustainable tourism; 
  • Design capacity development materials on livelihoods and sustainable tourism for stakeholders and beneficiaries;
  • Provide technical support in conducting capacity building initiatives to tourism associations, local government and other stakeholders on livelihood and sustainable tourism; 
  • Extend Advisory support to the project and Nepal Tourism Board and local governments on the formulation of tourism-based livelihoods policies, strategies guidelines, tools etc. 

3. Coordination and Collaboration and knowledge Management   

  • Develop partnership with the relevant stakeholders on tourism-based livelihood; 
  • Ensure better synergy with other relevant stakeholders on livelihood and sustainable tourism; 
  • Explore collaboration with tourism associations and local governments;
  • Produce and document knowledge product, research studies, and lessons learns; 
  • Disseminate achievements and knowledge of the projects to wider audience. 

4.Ensure Gender and Social Inclusion work through project interventions 

  • Provide advice and direction on strategic and policy issues to strengthen gender & social inclusion initiatives in the programme plan and implementation strategy;
  • Ensure the participation of women and people from disadvantaged group in designing and implementation of livelihood initiatives;  
  • Make sure women and people from disadvantaged group are sufficiently benefitted from livelihood initiatives.

Required Skills and Experience

Education

  • Master’s degree in Business management, development economics, sustainable tourism, or another relevant subject.

Experience 

  • Minimum seven years of work experiences in the relevant field;
  • Solid knowledge and understanding on sustainable tourism in Nepal;
  • Minimum five years of experience in livelihood promotion and tourism based enterprise;
  • Prior experience working with Government of Nepal, United Nations and donors would be an asset;
  • Knowledge and experience working with provincial and local government context is an advantage;
  • Good understanding of UNDP rules and procedures or experience of completing UN assignments would be an asset.

Language requirements

  • Fluency in oral and written Nepali and English is essential;
  • Knowledge of other local languages will be considered as an advantage.

Other requirements 

  • Well versed in computer applications like Word, Excel and Power point;
  • Good report writing skill is highly preferable.
