Organizational Setting

The National Development Plan (NDP) 2018-2022of Angola is composed by six Strategics Areas and 83 Action Programs that represent the operational level of the NDP.All the Strategic Areas signal as one of their actions the strengthening of institutional capacities for systematic production and analysis of statistics in key development sector. Also, the Strategy for National Development of Statistics 2015-2025 (Presidential Decree 88/15) also lays out specific goals to improve the quality of data available in relevant sectors by improving technical capacities of all institutions involved in the National Statistics System (SEN).

Similarly, the Sustainable Development Goals 2030 that the Government of Angola (GoA) subscribed to, prioritize a set of actions regarding the strengthening of National Statistical capacity to track progress of SDG’s indicators, which poses great responsibility on Angolan institutions to regularly feed into over 200 indicators with the support of UN Agencies.

In 2020, FAO launched its Hand In Hand Initiative (HiH), which is is FAO’s evidence-based, country-led and country-owned initiative to accelerate SDG 1 and SDG2. Using the most sophisticated tools available, including advanced geo‐spatial modeling and analytics, Hand‐in‐Hand identifies the biggest opportunities to raise the incomes and reduce the inequities and vulnerabilities of the rural poor, who constitute the vast majority of the world’s poor. It uses these tools to understand a comprehensive view of full economic opportunities and to improve targeting and tailoring of policy interventions, innovation, finance and investment, and institutional reform accordingly.

Finally, FAO Angola Country Programme Framework 2020-2023 under its Res 3, also reflects ongoing and future actions agreed with the GoA to strengthen the National Information and Statistical System in areas such as: Agriculture, Fisheries, Agroclimatic, Food Security, Forest Resources and Farmers Registry.

All the global, regional and national strategies referenced above provide a suitable action framework for broad working agenda in Angola, were FAO performs as a technical assistance partner to backstop institutional efforts on data generation, production of evidence-based analysis, effective communication for decision making, software design and implementation, monitoring specialized indicators and knowledge management, and overall Institutional Information System Management. All of which can be summed in the Data Value Chain.

To achieve the objectives set out in these strategies, FAO must deliver a harmonized technical support to ensure that institutional capacities are being developed following rigorous methodological standards and ensuring sustainability as well as country ownership. FAO counts with national and international consultants specialized on Data and Information Systems, as well as in-house technical officers with specific-sector expertise that are already working closely with five public institutions to develop specific outputs.

Reporting Lines

The Coordinator will work under the technical supervision of the Assistant to the Representative-Programme and report directly to the FAO Angola Representative. The Coordinator will also work closely with the national FAO Angola technical team and FAO technical officer in regional and headquarters office, who are currently leading sector-specific work plans to support information systems. The Coordinator will work closely with government counterparts appointed to work on data and information systems from INE, MINAGRIP (Agriculture and Fisheries), MEP, INAMET, IDF and IDA.

Technical Focus

To coordinate FAO Angola Strategy to Strengthen National Statistics Systems all throughout the Data Value Chain in specific sector prioritized in the FAO Angola Country Programme Framework (CPF) 2020-2023.

FAO Angola seeks to hire a Coordinator to Support National Statistics Systems (the Coordinator) with demonstrated experience in the design and implementation of integrated Information Systems to generate evidence to support decision making in public policies. Currently FAO Angola is working on a Strategy to Strengthen National Statistics Systems 2019-2023 document, that serve as a working basis for the Coordinator.

Tasks and responsibilities

Support a high level political and technical dialogue to position the FAO Angola Strategy to Strengthen National Statistics Systems

  • Directly support the FAO representative to communicate at political levels the Strategy, milestones, and expansion opportunities.
  • Ensure that communicable and summarized material is constantly prepared and updated for strategic high-level meetings.

Ensure a common methodological approach to strengthening National Information Systems.

  • Review FAO´s online material (Guidelines, methodologies, online e-courses) related to statistics and information development in specific sectors, such as: food security, agriculture production, food prices, fisheries, agroclimatic data, forest monitoring and family farming registry. These 7 technical areas are the ones were FAO Angola is currently delivering technical support to five public institutions, however, more might be added because of the CFP 2020-2023 implementation.
  • Take stock of the recently concluded, ongoing and planned initiatives/projects in FAO Angola that are supporting government institutions on improving their statistical systems and capacities. This activity should be conducted by engaging each national consultant in FAO Angola to fully understand the scope and progress of each work plan.
  • Analyze the FAO Angola Strategy to Strengthen National Statistics Systems 2019-2023.
  • Review the definitions and progress of the Hand in Hand Initiative (HiH) to ensure alignment of national actions and identify opportunities to promote collaboration between FAO Angola and the HiH.

Coordinate and provide technical back support to the sector-specific technical team

  • Promote synergies among projects and initiatives with data-information components.
  • Ensure that gender inclusive methodologies and standards are being integrated into sector-specific work plans.
  • Hold periodic technical meetings among national consultants to exchange information and status situation among initiatives.
  • Provide timely feedback to the technical team during the review of outputs and reports.
  • Assist and participate in recruitment process of technical team related to data-information consultancies.
  • Ensure that each sector counts with a work plan and descriptive methodological approach.

Plan, monitor and report the Strategy to Strengthen National Statistics Systems 2019-2023

  • Identify and describe strategic outputs and milestones derived from the sector-specific work plans to feed into the Strategy.
  • Review -both bilaterally and collectively- the sector-specific work plans to ensure a harmonious delivery.
  • Prepare an integrated work plan that summarized the milestones and core outputs of the Strategy. This work plan will be based on the sector-specific work plans.

Directly coordinate the technical assistance to MINAGRIP and INE on Agriculture Production and Food Prices

In addition to a coordination role of the entire Statistics Agenda in FAO Angola, the Coordinator will be direct responsible of a sector-specific agenda funded by the Project “Improved Agroeconomic Information System for better decision making within Hand in Hand Initiative” (TCP/ANG/3802).

  • Prepare a specific work plan for the project TCP/ANG/3802 agreed with the involved institutions MINAGRIP and INE.
  • Ensure the overall implementation of four project outputs:
  1. Strategic and technical planning for the development of the Agricultural Statistics System is based on a user-driven approach.
  2. Key institutional staff from MINAGRIP, IDA and ISV have robust technical capacities to conduct agricultural surveys.
  3. Methodology to implement the Producer Price Index for Agriculture (PPI-A) tested and endorsed by INE’s DEEF
  4. Information Technology (IT) Solution implemented for analysis and monitoring of food prices (FPMA tool)

  • Liaise and coordinate with FAO technical officers in the Statistics and Market divisions to agree in detail on their technical support and facilitate coordination with government institutions.
  • Prepare Terms of Reference of national or international consultancies required for the project, supervise the consultant’s deliverables and ensure FAO technical officers’ involvement for review and clearance of consultancies deliverables.
  • Coordinate online or face-to-face technical assistance missions from international consultants and technical officers.
  • Prepare project reports as demanded by the Operations and Programme Division.

Resource Mobilization and Partnerships

  • Identify potential projects with resource partners according to the comparative advantages and progress of the Strategy to Strengthen National Statistics Systems 2019-2023.
  • Prepare new proposals (technical notes, concept notes, and PRODOCs if necessary) to mobilize additional resources to expand the impact and scope of the Strategy, in direct coordination with the office Coordinator for Resource Mobilization.
  • Prepare highlight briefs as necessary to reflect the milestones and core outputs of the Strategy, this will be a complementary output to the FAO Angola project portfolio.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Agriculture Economics, Economy, Statistics, Information Technology, or similar areas.
  • Post degree on Statistics, Econometry (preferable, not mandatory).
  • General Experience: 10 years of relevant experience directly linked to information and data management related to economy, agriculture or social development.
  • At least five (5) years of specific experience in survey design, indicators design, data collection tools, data quality assurance processes, information systems, database management, software design (not necessarily development), and related technical areas.
  • Working knowledge of Portuguese. Knowledge of English is desired.
