Organizational Setting
FAO assists the Government of Yemen to formulate and implement policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The Project Officer (Desert Locust Management) reports to the FAO Head of Programmes in Yemen and works in close coordination with the Emergency and Resilience Expert and relevant units of FAO Yemen, Regional Office and headquarters
Implementation, development and monitoring of the FAO Yemen-funded programme on 'Locust Control management'.
• Provides technical leadership assistance on the development, implementation and evaluation of assigned programmes/projects; assists in the review of relevant documents and reports; identifies priorities, liaises with relevant parties;
• Coordinates programmes and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies;
• Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications;
• Contributes to consultative and other meetings, conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations;
• Participates in activities such as structuring of training workshops, seminars; makes presentations on assigned topics/activities;
• Leads field missions, including provision of guidance to external consultants, government officials and other parties;
• Provides advice on the development of policies and strategies, as well as national protocols and guidelines for projects with specific domains related to FAO's work.
• Leads and manages the implementation of the activities of the Yemen Desert Locust Response Project;
• Prepares, coordinates and manages detailed work plans for all the project components;
• Contributes to development of technical and operational manuals/guiding documents for the implementation of the project;
• Coordinates outreach activities; designs and conducts training workshops, seminars, makes presentations on assigned topics/activities;
• Liaises and coordinates with the government authorities to facilitate the delivery of the surveys and control operations as needed;
• Provides technical support and advices to the monitoring and control operations;
• Develops and implements the capacity building programme needed to support the delivery of the control operations and surveys;
• Leads the development of technical specifications for the material and equipment needed for the filed operations in close consultation with technical units;
• Advises on critical needs in respect of equipment/supplies for control operations; supports and guides the field operations related to survey and spraying activities;
• Assesses the efficiency and effectiveness of pesticide application and examines/assesses the adequacy of control protocols to minimize environmental and human health impacts;
• Evaluates the campaign preparedness and the effectiveness of the rapid deployment arrangements;
• Liaises and reports to the project's LTO at NSPMD and the Desert Locust Regional Commission for the Central Region (CRC) on the ongoing progress.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
• Advanced university degree in plant protection, entomology, pest management or related field;
• Seven years of relevant experience in plant protection and locust control, technical cooperation's related activities, and programme/project management;
• Working knowledge of English and limited knowledge of one of the other FAO official languages (Arabic, Chinese, French, Russian or Spanish).

• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience in the development and operation of locust and other migratory plant pest management strategies and programmes;
• Demonstrated skills and experience in leading and providing guidance to teams, working groups related to the sustainable management and control of locusts and other migratory plant pests and diseases;
• Extent and relevance of experience in the provision of technical and policy advice to the governments on locusts and other migratory pests;
• Extent and relevance of experience in promoting capacity development and developing related tools and materials for monitoring, early warning and control;
• Relevance and extent of experience in working with inter-governmental bodies and multidisciplinary teams;
• Working knowledge of Arabic is considered a strong asset.
