Note that this is a programme position in the Capacity Building Programme (CBP) of NRC Syria Area Office which uses project funding to implement activities that build the capacity of diverse agencies and humanitarian response actors.  This is not a Human Resources Department role.  

The Capacity Building Programme aims to support the capacity of humanitarian actors including national responders that are authorised to provide information, counselling and legal assistance services. The Capacity Building Programme engages in knowledge creation through legal analysis and the development of guidance for humanitarian activities, working closely with NRCs other core competencies.  Through co-leadership of technical working groups, and through integrated programming with other core competencies, the Capacity Building Programme also provides information on issues including housing, land and property (HLP) rights, support on civil documentation, and access to livelihoods and essential services. 
 
The purpose of the Capacity Building Project Coordinator (PC) position is to implement the delegated Capacity Building Programme portfolio. 

Duties and responsibilities
  • Support to developing referral pathways and ensure quality of community engagement activities addressing issues including access to essential services, education and employment/livelihoods.
  • Regularly accompany own Team members to field activities for monitoring and feedback.
  • Under the supervision of the Area Programme Manager and in consultation with the Programme Development Manager, support the piloting and expansion of new activities, building networks with humanitarian organizations, community-based organizations and local authorities/community leaders. 
  • Attend/ participate in the Area-level coordination fora/ mechanisms as delegated by the Area Programme Manager 
  • Ensure appropriate linkages between activities at field level, and tools/guidance being developed to support them by the Programme Unit. 
  • In coordination with Area Programme Manager , provide inputs and feedback to Capacity Building programme tools, donor reports and other products drafted by the Programme Unit.
  • Participate in experiences-sharing exercises between NRC Syria Areas.
  • Support activity reporting, M&E and data collection activities.
  • Manage staff within his/her supervision in accordance with NRC HR policies and procedures, in particular the Work and Development Framework.
  • Any other task relevant to the position as requested by the line manager
Qualifications
  • Bachelor Degree in Law or relevant
  • Experience of similar project implementation position in a humanitarian/ recovery context, including experience in challenging humanitarian context is a plus.
  • Experience in working in stressful, politicized and restrictive environments.
  • Experience with start-up or expansion of new programming
  • Experience of remote management
  • 2 -3 years management experience
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile. 
  • Conversant with program issues in humanitarian settings (especially gender, age and disability inclusion, cash/voucher assistance, employment and livelihoods, education, shelter and WASH).
  • Fluency in both written and spoken English.  
  • Ability to work with diplomacy, tact and sensitivity and experience in working within different cultural contexts requiring cultural sensitivity.

We can offer
Contract Period: Up to one year, renewable based on NRC fund and performance.
