Present in Sierra Leone since 1999, IRC supports the Sierra Leonean institutions – government, civil society, community-based organizations and private sector – to provide improved social services. The IRC does this through programs and partnerships designed to improve the life of women, youth and children by implementing Health, Education, and Women’s Protection and Empowerment programming.
Scope of work
IRC, along with its Consortium partners is implementing an FCDO-funded health program – Saving Lives (Phase II) as the lead for the NGO consortium. The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, newborn, child and adolescent health services. This will be achieved by increasing the utilization of quality RMNCAH services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for RMNCAH services in Sierra Leone.
The IRC is recruiting for a Consortium Monitoring, Evaluation & Learning (MEL) Coordinator for the Saving Lives Phase II programme in Sierra Leone who will be the focal point for programme monitoring, evaluation and learning. The MEL Coordinator will be responsible for the establishment of programme reporting tools, data management systems, ensuring programme data is analysed and disseminated in a timely manner. In addition, the MEL Coordinator will ensure that the programme gathers evidence and uses learning to adapt and improve. The Consortium MEL Coordinator will work under the oversight of the Senior Team Leader, CCU at IRC and will supervise the Consortium Senior M&E Manager.
Areas of responsibility
1.Develop and coordinate MEL activities across all levels of the programme, including:
•Design and implement a baseline assessment for the programme in collaboration with MoHS, Consortium Partners and CCU.
•Develop a monitoring, evaluation and learning (MEL) framework for the programme, ensuring data systems established can measure progress against the programme logframe indicators.
•Support the implementation and on-going development of MEL processes, systems and guidance, including leading the design and roll-out of reporting initiatives for the programme.
•Draw strategic input from key project stakeholders, including technical and M&E advisors, to continuously refine and improve project MEL approaches.
•Develop a monitoring calendar for the programme for field visits.
•Support the Consortium partners (Especially regional leads) to develop, design and implement the ‘data use for decision making’ trainings.
2.Provide technical leadership on monitoring and reporting, including:
•Conduct trainings and provide support for partners in the use of systems and tools for collecting monitoring data.
•Lead on the consolidation of monitoring data for reporting against the logframe and performance indicators for donor reporting and internal programme review.
•Provide M&E support to the Senior Team Leader for the compilation and completion of donor reports.
•Ensure partner data submitted for reporting is checked and verified.
•Develop and ensure maintenance of programme databases (including data entry, validation, merging, cleaning and storage).
•Perform analysis on programme data.
•Conduct regular field monitoring visits to ensure data quality and compliance against reporting.
3.Document good practice and actively share lessons learned, including:
•Develop a strategy for identifying, reflecting on and disseminating learning internally and externally.
•Support the programme team in organising and facilitating programme planning and learning meetings.
•Hold regular regional meetings with implementing partners to review data and discuss lessons learned.
•Compile, analyse and disseminate quantitative and qualitative information for improved programs decision making.
•Prepare monthly programme data reports for dissemination.
To effectively deliver this engagement, the applicant should meet the following requirements;
•Master’s degree in public health or related field.
•At least 5 years’ experience working in public health in a low resource setting, with a focus on programme monitoring and evaluation. Previous experience in managing large scale programme or consortia level M&E systems desirable.
•Demonstrated data management and analytical skills, with demonstrated experience in managing large data systems.
•Excellent skills in information/data analysis, including consolidation and analysis of highly diverse data, and report writing.
•Demonstrated experience in designing monitoring, evaluation and learning systems, tools and processes in an international development context.
•Proven M&E training and capacity building skills, ideally in supporting partners.
•Previous experience in survey/baseline and endline design, collection and analysis.
•Confident and proficient use in MS Excel, and some experience in the use of DHIS/use of mobile technology for data collection.
•Demonstrated experience working with multiple partners and stakeholders.
•Ability to provide technical support and feedback with a high degree of tact and diplomacy.
•Excellent communication, facilitation, interpersonal and representation skills.
•Excellent English speaking/writing skills required.
