Please note that this position is funded under an Extra-Budgetary (ExB) Project which runs until 31 December 2021, with the possibility of an extension subject to further receipt of funds.

 

The OSCE Mission to Bosnia and Herzegovina continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.

 

The Project Officer is based within the Human Dimension Department (HDD) at the OSCE Mission to Bosnia and Herzegovina and is essential for the overall implementation of the extra budgetary project entitled: “Promoting a Dialogue for Reconciliation in BiH” (the Project).

     
Tasks and Responsibilities    
     
   

Under the direct supervision of Deputy Head of HDD, should you be selected for the position, you will be primarily responsible for ensuring coherence and consistency in implementation of the project, liaising with a wide range of internal and external stakeholders, as well as regularly monitoring, evaluating and reporting on progress in achieving of the project’s objectives. You will be responsible for regular provision of advice to the HDD Management and be directly responsible for timely organization of project activities, as well as liaison with implementing partners, donor agency and key beneficiaries. In particular, you will structure information received from the project stakeholders, implementing partners, key beneficiaries, and Mission Head Office and Field Office staff. You will prepare donor reports as requested. In addition, you will be required to consistently ensure the quality of reporting and provide regular and timely expert advice to the HDD Management in all issues arising from the monitoring of the Project’s implementation. In order to ensure the cohesiveness of the project, you will liaise with the HDD Management and co-ordinate the work of the Project Assistant working on the project.

 

As the Project Officer, should you be selected for the position, you will perform the following duties:

 

1. Leading all project activities and events, drafts internal/external reports, participating in project related recruitment and procurement processes, and liaising with the field office staff on project implementation as well as project’s implementing partners, donor organizations, CSOs, relevant authorities and other groups in order to ensure effective co-ordination and implementation of planned project activities;

 

2. Conducting periodic assessments and advocacy for broader impact of the project, in particular in ensuring the timely delivery of expected outputs and effective synergy among the various stakeholders;

 

3. Monitoring and evaluating implementation of the project throughout the various stages, collecting relevant information, analysing data, and drafting progress and final narrative donor reports;

 

4. Conducting field visits throughout the country to monitor project implementation;

 

5. Providing advice on lessons learned from project implementation and making recommendations for more effective implementation and co-ordination of project activities;

 

6. Leading the recruitment of project consultants/external experts;

 

7. Performing other duties as assigned.

Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding the citizenship and/or permanent residence of the country of the duty station;
  • First-level university degree in international relations, political science, human rights, conflict studies, communication or other related field;
  • Minimum 2 years of relevant professional experience, preferably in project management/development;
  • Experience with project management and project management terms (results-based planning and the logical framework matrix) and proven experience in project proposal writing (experience in project implementation, monitoring and evaluation an asset);
  • Experience drafting reports and ensuring that language, tone, style and format match varying audiences and purposes;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, gender and diverse political views, while maintaining impartiality and objectivity;
  • Excellent written and spoken communication skills in English;
  • Computer literate with practical experience with Microsoft applications;
  • Holding a valid driving license;
  • Working knowledge of the local languages is an advantage.

Remuneration Package    
     
   

Monthly remuneration subject to social security deductions is about US$ 3,028 to which is added Board and Lodging Allowance (currently EUR 114 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Appointments are normally made at step 1 of the applicable OSCE salary scale.
