CHAI in partnership with its India affiliate William J Clinton Foundation (WJCF)’s works in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes. Currently CHAI works across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis-C, tuberculosis, cancer and immunization.

 

About the Project


India accounts for more than a quarter of the global TB burden with estimated 2.8 million cases annually. Whilst the National Tuberculosis Elimination Program (NTEP) has been effective in expanding care through the public sector, a majority of patients access care in the private sector where significant gaps across the care cascade, diagnostic delays, irrational and non-standardized regimens and catastrophic health expenditure continue to hamper progress. The country has therefore committed itself to an ambitious and far reaching agenda of eliminating tuberculosis by 2025.

 

CHAI has been supporting this ambitious agenda by providing catalytic support through technical assistance, increasing awareness, expanding availability of new tools viz diagnostics and drugs, and, research/project implementation. CHAI is also undertaking an ambitious program to address key gaps in the care cascade through a pan-India engagement with the private sector. Christened ‘Joint Effort for Elimination of Tuberculosis’ (JEET) and supported by the Global Fund, this project is being undertaken under the guidance of the National TB Program and is one of the largest private sector initiatives undertaken anywhere in the world. It has reached out to over 1 million TB patients in the last 2.5 years. The project scope has also expanded to offer treatment against Latent TB Infection (LTBI).

 

CHAI is seeking a highly motivated individual with outstanding credentials and demonstrated problem-solving abilities for the role of Operations Lead. They will play a pivotal role in managing the project implementation for JEET. She/he must be able to function independently and flexibly and have a strong commitment to excellence. This will include establishing process excellence, leading a ~1,000-member field team and engagement with key government stakeholders and partners. The Operations Lead will report to the Project Director. A team of regional managers will directly report into the Operations Lead.

Responsibilities
  • Lead program management and implementation of Project JEET across ten states
  • Manage a team of regional managers and state level implementation partners (sub-recipients) providing strategic oversight and support
  • Drive the sharing and adoption of best practices across all implementation sites
  • Effectively manage transition of project activities and scale-up of newer activities on LTBI across all sites
  • Develop review and monitoring mechanisms in coordination with the M&E and analytics team
  • Engage with stakeholders at various levels (national and state), including both Government and Non-Government organizations, and coordinate with them for improved program performance and delivery
  • Advocate for necessary support on drugs and diagnostics from the Government for successful project implementation
  • Oversee development and execution of workplans, progress reports, management of budgets and finances in accordance with financial covenants and procedures
  • Lead ideation and piloting of new ideas to improve quality of service delivery
  • Support Project Director in donor engagement and reporting to key stakeholders
  • Other responsibilities as needed
Qualifications
  • Master's degree or higher qualification in a related field such as public health, public policy, management or development
  • At least 8 years of professional experience in leading large scale implementation projects in either public or private sector
  • Knowledge of healthcare delivery system in private and/or public; experience in tuberculosis management at the state and national level would be a plus
  • Demonstrated ability in driving change in large program settings
  • Strong written and oral communication skills including development of analyses/presentations for varied project audience/stakeholders
