Principal Treasury Officer - Head of Investments

Reporting to the Treasurer, the Head of Investments, Treasury manages the Investments team in Treasury, which is tasked with investing and risk managing the Bank’s liquid assets. They will be responsible for advising the Treasurer on portfolio strategy, asset allocation, and portfolio maintenance and oversight in the context of the Bank’s policies and approved risk limits, in particular, the General Investment Authority.

 

The role is primarily focused on the selection, execution, and oversight of AIIB’s liquid investments in cash products and derivatives for both internally and externally managed portfolios. The role will require involvement with other activities, both inside and outside the Office of the Treasurer, including–but not limited to–borrowings, client solutions, relationship management, credit rating agency engagement, financial projections, ALM strategy development, and IT infrastructure.

 

Responsibilities include but are not limited to:

  • Manage AIIB’s liquid funds pursuant to, and in compliance with, relevant authorizations, policies, directives, administrative guidelines, as well as decisions of relevant AIIB authorities.
  • Review and propose for approval, as well as implement when approved, investment strategies, objectives, and benchmarks.
  • Identify, establish, maintain and develop relationships with various counterparties to ensure sufficient credit lines and trading relationships are in place to facilitate Treasury’s objectives.
  • Safeguard principal risk and ensure required liquidity buffers are met while seeking adequate returns within all authorizations, policies, directives, administrative guidelines, as well as decisions of relevant AIIB authorities.
  • Identify, analyze and evaluate various financial instruments, investment strategies, and portfolio management techniques and maintain repository with documentation of analyses and other parts of due diligence processes.
  • Monitor and analyze current situations and trends in global financial markets, keeping abreast of relevant fundamental and technical factors affecting such markets.
  • Make relevant suggestions with regard to the planning and management of IT systems required for performance analysis and management reporting.
  • Ensure and maintain compliance with internal and external regulations and controls at all times.

 

Requirements:

  • Minimum 10-15 years of relevant practical experience in an international treasury environment, a multilateral development bank (MDB), or private sector institution.
  • Master's degree or equivalent preferably in finance or business, or equivalent work experience.
  • CFA/CTP Certification a plus.
  • Fluency in English, oral and written.
  • Detail-oriented, conscientious, and systematic.
  • Ability to prioritize and adhere to strict deadlines and work under pressure.
  • Ability to communicate well with others at all organizational levels, including the Bank’s senior management.
  • Demonstrable quantitative, spreadsheet, and database skills.
  • Organizational, critical thinking, and customer service skills.
  • Ability to work in a team environment as well as manage and mentor others as required.
  • Familiarity and experience with Treasury IT systems.
