Position Overview

Reporting to the Deputy Chief of Party, the Grants Manager will be responsible for the management and administration of all subawards and contracts. S/he will provide overall leadership and oversight for all aspects of related to management of subgrants, in collaboration with Pact Colombia’s Shared Services team and Pact in Washington, DC, to ensure compliance with Pact and USAID guidelines, including facilitation, submission, negotiation, and management of grant agreements; development and implementation of compliance measures; and drafting and management of sub-recipient awards. Utilizing Pact’s grant management guidance documents and templates, the Grants Manager will develop the necessary processes and documents to ensure timely review and processing of all grants and supporting documentation, including reported cost share. S/he will supervise staff with grants and contracts functions and make frequent field visits to regions where USAID’s local partners are based, including Bogota, Medellin, Quibdo, Manizales, and Cali.

Key Responsibilities

· Develop and/or update subaward and contract documents in compliance with funder requirements, using Pact standard templates and working closely with Pact Colombia and Pact. Washington, DC’s Grants & Contracts team to execute quality and compliant subawards.

· Work closely with the Activity’s leadership and technical teams to ensure that the subaward structure is aligned with the Activity’s technical needs and priorities.

· Administer the full cycle of subaward management activities, including planning, facilitation, selection, pre-award assessments, negotiation, submission, orientations, review of monthly reports (including cost share), monitoring / compliance visits, and closeout.

· Use Pact’s subaward management system (Salesforce) and accounting system (Serenic Navigator) for subaward issuance and management. Ensure that all required documentation is available and stored as per Pact policy.

· Oversee budget management of project’s subaward pool and ensure accurate and timely disbursement and liquidation of subaward expenses.

· Ensure timely training of subgrantees, contractors, and Pact staff to understand and comply fully with funder requirements. Develop and/or update training materials and carry out regular trainings with partners.

· Ensure that office systems for grants are maintained and that regular reports are provided to Pact Washington, DC or to the funder, as required.

· Develop and/or update grants manuals for use by the Activity team, in compliance with Pact Washington, DC, guidance.

· Support closeout of awards, including preparation of final inventories, property disposition, etc.

· Work with project staff to ensure that implementation of grants and contracts follows donor requirements.

Basic Requirements

· At least seven (7) years of experience in federal grant management, and at least four (4) of which these years include knowledge of USG grant regulations.

· Bachelor’s degree in Accounting or related field.

· Mandatory proficiency in written and spoken Spanish and functional proficiency in English.

· A demonstrated track record of successfully working with civil society organizations in a role administering or supporting the management of grants.

· Experience assessing the responsibility and grant-worthiness of organizations through financial statements, audits, and other documentation presented in a proposal or in support of an award.

· Experience drafting and managing performance-based subawards.

· Knowledge of USAID and other funder rules and regulations as related to subgrants, procurement, compliance, and cost principles.

Preferred Qualifications

· Specific knowledge of USAID Rules and Regulations over Grants and Cooperative Agreements.

· Fluency in English.

· Proven capacity to design and deliver a range of training and technical assistance programs to build a full range of capacities for grant management.

· Ability to problem-solve difficult issues, and to multitask with ease, adapting to frequently changing priorities.

· Good stakeholder relationship management, negotiation, and conflict-resolution skills.

· Strong understanding of budgets.

· Competence using common desktop applications and internal systems.

· Accounting and customer relationship management software experience; prior experience with Salesforce CRM and Serenic Navigator ERP platforms a significant advantage.
