Finance and Administration Director - Health Care Quality Improvement Program, Democratic Republic of the Congo

IMA World Health is seeking applications for Finance and Administration Director for an anticipated FCDO-funded (UK Foreign, Commonwealth and Development Office) Health Care Quality Improvement Program in the Democratic Republic of the Congo.

Programs revitalize the country's health system, improve WASH access and systems, prevent and respond to SGBV, promote clean energy, and improve the health of the population. The portfolio includes a focus on both sustainable development and humanitarian assistance activities and operates out of two base offices in Kinshasa and Goma.

The Finance and Administration Director will oversee the financial management and assets of the program in accordance with IMA World Health and FCDO guidelines. It is a crucial role and will ensure that the program is managed effectively and within budget. The F&A Director will report directly to the Project Director.

Actual hiring is contingent upon successful agreement award and FCDO approval.

Duties:

  • Oversee all aspects of program financial management and operations, including financial and accounting systems implementation; forecasting; budgeting; procurement; payroll expenditure tracking; and financial reporting
  • Support and advise the Project Director, Country Financial Officer, and IMA Headquarters in the development of program financial, accounting, procurement, and HR systems, including policies and procedures, in accordance with FCDO rules and regulations and IMA policies
  • Develop program budgets; oversee effective budget planning; develop and implement budgeting and financial reporting processes to meet project financial management, forecasting, and reporting requirements
  • Report to IMA HQ International Finance Director and the Project Director on matters including, but not limited, to: operational field accounts, bank reconciliation/statements, office advance requests, and other day-to-day project administration issues
  • Oversee and ensure on-time financial reporting in accordance with contract timelines
  • Monitor and ensure compliance of sub-contractors to ensure adherence to program financial and contractual guidelines; contribute to capacity building of local partners in administration and financial management
  • Provide field-oversight to project districts in finance and administration, as needed
  • Ensure that contract deliverables are achieved within budget while effectively managing fiduciary risk within the project as well as downstream among partners and suppliers; promptly advise the Project Director of all potential fiduciary risks; develop monitoring and troubleshooting strategies to address risks and financial management
  • Ensure that all financial management work is performed to the highest ethical and professional standards and in accordance with IMA, FCDO, and program guidelines
  • Other relevant tasks as assigned

The position requires a competent and experienced person with the following attributes:

  • Bachelor’s degree (Master's degree strongly preferred) in business administration, finance, or other relevant field, and a minimum of seven years of experience supervising program operations, including human resources, procurement, subcontracts, grants, and accounting/finance
  • Experience working on DFID/FCO programming; demonstrated in-depth knowledge of FCDO Cost Accounting Standards
  • Demonstrated skill in developing and managing large budgets of more than 150 million GBP
  • Experience managing logistics for the implementation of public health programs in the DRC
  • Experience managing a team or staff in finance and/or operations; demonstrated supervisory skills and an ability to work well in a team
  • Excellent organizational, analytical, oral, and written communications skills
  • Excellent written and spoken English and French language capabilities
