Implemented by the IRC, the Cultural Orientation Resource Exchange (CORE) is a technical assistance program that connects and supports refugee resettlement staff globally to deliver effective Cultural Orientation (CO) which helps refugees achieve self-sufficiency in the United States. As part of this work, CORE hosts and manages the CORE website, a learning platform, the Resettlement Navigator website, and the Settle In mobile app. CORE is funded by the U.S. Department of State, Bureau of Population, Refugees, and Migration.

The Sr. Community Orientation Officer will report to CORE’s Director and work in coordination with other CORE staff to advance CORE’s programmatic objectives. This position will manage the strategic development and implementation of CO technical assistance for community partners, co-sponsors, and volunteers who provide or assist in the provision of CO to refugee applicants and clients.

Major Responsibilities:

•Support partnerships and volunteer opportunities in CO programs around the country and at Resettlement Support Centers overseas;

•Map existing and potential national and local resettlement partners for the delivery of CO, including libraries, institutions of higher education, professional organizations, community- and faith-based organizations, etc.;

•Conduct listening sessions, key informant interviews, and surveys to identify resettlement needs and the capacity and needs of potential partners and volunteer groups;

•In collaboration with CORE Director, develop and implement a community and a co-sponsor CO TA strategy;

•Map/research international and national resettlement co-sponsorship programs and best practices;

•Participate in and contribute to national co-sponsorship program work streams;

•Work with CORE Deputy Director and other CORE staff to develop and deliver virtual and in-person CO trainings for community partners, co-sponsors, and volunteers;

•Act as a liaison between CORE and national professional organizations to integrate CORE resources into continuing education modules;

•Engage and manage communication with a wide array of local partners and national groups committed to assisting in the delivery of effective CO to refugees and SIVs resettling to the U.S.;

•Represent CORE at meetings, internal and external workshops and conferences, and other events as needed;

•Other duties as assigned.

Job Requirements:

•Undergraduate degree required. Graduate degree in social science, international development, or related field preferred;

•Minimum of 5 years work experience in the U.S. refugee resettlement program preferred; experience delivering Cultural Orientation a plus;

•Experience working with national and/or local resettlement partners or volunteer programs preferred;

•Ability to facilitate trainings and/or workshops and present at professional meetings; experience in capacity building, technical assistance, and/or virtual and in-person training a plus;

•Excellent written and oral communication skills;

•Demonstrated knowledge of the U.S. Refugee Admissions Program and Cultural Orientation programs preferred;

•Work planning, project management, and proposal writing experience a plus;

•Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines;

•Strong commitment to social service or humanitarian assistance programs and willingness to adhere to IRC’s code of conduct; and

•Detail orientated and self-directed.
