Position Overview

Pact seeks an experienced Enabling Environment and Policy Advisor for the anticipated USAID/Ukraine Key Populations Activity, which aims to strengthen community action for improving HIV prevention, case finding, linkage to care, and continuity in care among key populations and those vulnerable to HIV. This position will provide technical leadership to the project on developing, implementing, and monitoring activities to advance a policy environment in Ukraine that enables rights-based approaches, financing, and sustainability of HIV services for key populations (KP) and provision of additional community-based services that are essential for reaching KP. This is anticipated to be a five-year activity. This position is contingent upon award.

Key Responsibilities

• Coordinate/liaise with the Government of Ukraine (GOU), USAID, Global Fund, development partners, civil society and communities to support joint advocacy around an enabling environment for KP and those vulnerable to HIV.
• Lead and coordinate capacity building activities in rights-based advocacy for civil society, KP representatives and communities.
• Provide technical support in the formulation of advocacy messages around effective scale-up and integration of evidence-based, client-centered approaches within the continuum of services for KP.
• Contribute to reviews of policy, legal and regulatory frameworks for HIV prevention, testing and linkage to care, and as appropriate, facilitate or coordinate national, regional and/or site-level consultations with GOU, civil society, and communities on opportunities for reform or update of existing policies.
• Ensure that policy work is informed by the latest research and best practices in HIV prevention, testing and linkage to care for KP.
• Reinforce networks of KP communities and civil society to promote KP voice and representation and reduce stigma and discrimination.
• Lead and/or contribute to the development, dissemination and monitoring of policy roadmaps related to HIV prevention, testing and linkage to care for KP
• Lead provision of technical assistance for expanding social contracting schemes between GOU and KP-led community-based organizations.

Basic Requirements

• Master’s Degree from an accredited university in public health, social or behavioral sciences, political science, public administration, business administration or a relevant field.
• At least eight (8) years of experience developing, implementing, and/or monitoring health policies.
• Demonstrable experience in HIV prevention, care, and treatment.
• Experience in Eastern Europe, preferably Ukraine.
• Knowledge of the political, social, and economic context of Ukraine, including processes for development, revision and approval of health policies.
• Broad understanding of public health, health systems, and health policy and practice in Ukraine, particularly as relates to HIV.
• Experience working with community-based organizations and/or key populations in Ukraine.
• Demonstrated leadership skills.
• Track record of effectively managing a diverse team of employees and partners.
• Demonstrated ability to work in complex environments and work with and between different stakeholders.
• Demonstrated skills in problem solving and consensus building.
• The candidate must be demonstrably proficient in (oral, writing and reading) Ukrainian, Russian, and English.
• Ability to travel within Ukraine and occasionally internationally, when health and safety concerns regarding COVID-19 diminish.

Preferred Qualifications

• Experience working with the Ukraine Ministry of Health and Center for Public Health on health policy issues.
• Knowledge of USAID rules, regulations, and policies.
