Overview of position
In the framework of the UNICEF CSD Section Action Plan, UNICEF aim to improve and provide a strong quality immunization program in any country and the basic objective of this consultancy is to facilitate the development of Immunization system in focused health facilities as a pilot for nationwide replication. The initial focus is on undertaking the key interventions in selected health facilities (34 in 26 municipalities).
UNICEF is implementing a comprehensive package of interventions with special focus on quality and coverage of EPI vaccines nationwide. The
Expanded Program on Immunization (EPI) is the only public health program in Libya through network of about 700 immunization sites. The administrative coverage is reported very high against childhood vaccine preventable diseases however, EPI is currently faced by number of issues in the System hence UNICEF Libya is seeking the services of a National consultant for EPI for a period of Four months (extendable) with a start date of 21st September 2020
Role objectives
The key objectives of the Consultant are as follows;
Under the guidance & Supervision of the director EPI,
  1. Develop Health facility based micro-plans to facilitate vaccine forecasting and coverage (34 health facilities).
Undertake Cold Chain and Vaccine management training (2 per health facility) to equip
  1. vaccination staff health facility level (34 health facilities) with required Knowledge and skill sets for quality services.
  2. Placement of FT2 the monitoring device in cold chain equipments to ensure quality of vaccine during storage, distribution and administration through reliable vaccine monitoring mechanism. 
  3. Endorse and Scale up use of EPI booklet as basic guide for the vaccinators.
  4. Develop training plan agreed with UNICEF on schedule and training methodology
  5. Develop awareness raising material on the subject for wider dissemination
  6. Undertake Monitoring of health facilities to assess the knowledge, attitude and practices of the staff trained to support EPI.
  7. Submit detailed monitoring report highlighting any issues with recommended actions
  8. Develop a profile of the staff trained during the process and the vaccination site.
Prepare monthly reports of the defined activities and submit to the supervisor for review

Unicef will proceed with the payment/fee for four months against deliverables in two instalments, second upon completion of the following;
  • Develop and share Bi-weekly work plan endorsed by EPI and UNICEF
  • Share highlight of actions and submit biweekly the key achievements.
  • Prepare a monthly bulletin of EPI activities on agreed template 
  • Ensure timely and quality reporting and accurate information for dissemination
The payment will be done after three months upon the submission of the above deliverables.
Project reporting

To: the director of EPI National Center for Diseases Control, Libya
Key competencies • The Consultant will be required to have excellence in the following competencies
• Team work
• Networking and building partners
• Problem solving and analytic analysis
What level of academic qualification is required, e.g. PhD, Masters, Bachelors, Diploma, High School certificate

• University degree in Media, Social Science, Public Health, Business Administration, Linguistics or related fields.
• Two years of relevant professional experience in Public health/social sector analysis and reporting.
• Strong communication in written and oral in Arabic and English with specific skills in undertaking training and vaccine management.
• Knowledge and experience in undertaking remote trainings
• Quality-oriented, creative, able to work efficiently under tight deadlines
• Experience of working with diverse groups of people in emergencies is an asset

 Two years of relevant professional experience in Public health/social sector analysis and reporting.

• Strong communication in written and oral in Arabic and English

This role doesn't have team management responsibility.

Payement
UNICEF will process the payment/fee for four months, it will be paid against deliverables in two instalments, second upon completion of the following (a detailed work Plan will describe the actions mentioned in key tasks and responsibilities)
  1. Develop and share Bi-weekly work plan endorsed by in-charge of field office and Chief CSD UNICEF
  2. Share highlight of actions and submit brief report biweekly on key achievements and challenges.
  3. Prepare a monthly bulletin of EPI activities on agreed template 
  4. Ensure timely and quality reporting and accurate information for dissemination
  5. The payment will be done after three months upon the submission of the above deliverables.
