Position Overview

Reporting to the Capacity Development Manager, Capacity Development Officer will be responsible for leading the roll out of capacity development activities across Jakarta and Greater Jakarta. A successful applicant will work with the EPIC Indonesia team to implement capacity development strategies and approaches across the Continuum of Prevention and Care (CoPC), including the development, testing and scaling of tools, job aides, and monitoring frameworks. The Capacity Development Manager will be responsible for the quality of the design and delivery of the program’s capacity development activities and must ensure that such activities are implemented in compliance with all donor, consortium, Pact, and project-specific policies. This position will be responsible for managing a team of staff (2) in support of EPIC.

Key Responsibilities

  • Deliver customized capacity development-related activities in diverse areas of organizational development and technical capacity development with local partners.
  • Conduct integrated technical and organizational capacity assessments (ITOCA), network analysis, and other necessary assessments and studies with select CSO partners.
  • Develop Institutional Strengthening Plans with select partners
  • Develop materials such as job aids, training materials, standard operating procedures and such related to financial management, human resource management, communications, strategic planning, community outreach, peer education, etc.
  • Track and report on capacity development activities such as pre and post test scores, achievement of results against plans, and changes in assessment scores.
  • Ensure integration of organizational and technical capacity development across LINKAGES activities.
  • Coordinate with government, public and private clinics, CSOs, and EPIC staff.
  • Contribute to the development of annual work plans, CSO performance monitoring systems and tools, and writing of activity reports.
  • Prepare activity budgets and support capacity development activity logistics.
  • Perform other duties as assigned.

Basic Requirements

· Undergraduate degree in Education, Public Health, Community Development or other relevant field.

· Demonstrated experience in implementing organizational development programs, including facilitating workshops, developing reports and presentations, preparing training materials and institutional design.

· Minimum of five (5) years of experience in successful capacity development of civil society organizations in Indonesia.

· Experience working in HIV/AIDS programming.

· Experienced in conducting capacity development assessments, focus group discussions, and project monitoring using qualitative and quantitative tools.

· Fluency in Bahasa Indonesia and ability to read and write in English

Preferred Qualifications

· Experience working with key populations including FSW, PWID, and MSM.

· Experience working with mobile platforms for data collection and analysis.

· Fluency in English.

· Demonstrated skills in working with multinational groups and fostering collaborative relationships across multiple organizations.

· Experience in using e-learning platforms such as webinars, e-mentoring, and video course development.
