Senior Psychologist/Stress Management Adviser

The general minimum requirements for working with the OSCE are:

• Excellent physical condition
• Possession of a valid automobile driving license and ability to drive using manual transmission
• Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

The general minimum requirements for working in this field of expertise are:

• Demonstrable organizational skills
• Proven ability to communicate effectively, both orally and in writing
• Demonstrable interpersonal skills and documented experience in negotiations
• Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
• Negotiating experience, preferably in the area of monitoring operations and/or related activities

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in clinical psychology/psychiatry with a clinical license to provide psychological counselling or psychotherapy; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Additionally, this particular post has specific requirements:

Mandatory:

• At least six years of relevant professional experience, including a minimum of one year of relevant work experience at an international level;
• Experience in Employees Assistance Programmes or Organizational Intervention and in accordance, experience with evaluation of programmes in order to monitor and supervise the programmes;
• Experience in development of training material, evidence-based assessment and policy analysis;
• Experience with training, support and provision of peer-to-peer mental and behavioural health support programs working in large organizations/corporations;
• Experience and proven ability to manage a diverse mental health and behavioural clinical team dealing with a multitude of different patient presentations;
• Clinical experience in dealing with and providing to colleagues and patients telepsychology;
• Excellent oral and written English communication skills;
• Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
• Ability to work effectively and inclusively in high stress environments;
• Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Valid international driving license and willingness to travel throughout Ukraine;
• Ability to operate Windows applications including word processing and email, as well as other medical software.

Desirable:

• Working knowledge of Russian and/or Ukrainian language(s);
• Additional training or certification in related fields, such as: stress management, traumatic stress, conflict resolution, debriefing, teambuilding, alcohol/substance abuse, cross cultural psychology or psychiatry, etc.;
• Experience of working in Eastern Europe and/or knowledge of the region;
• Experience with the OSCE, UN common system and/or other international organizations;
• Additional clinical experience outside mental and behavioural health.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the overall guidance of the Medical Officer, as Senior Psychologist/Stress Management Adviser, you will provide psychological support to the OSCE Special Monitoring Mission to Ukraine's (SMM) staff coherent to the psychosocial needs of Mission members. More specifically, you will be responsible for the following tasks:

1. Performing individual assessments and supporting in the case of Mission members experiencing difficulties coping and/or presenting mental health-related symptoms or syndromes;
2. Advising the Medical Officer as necessary, on individual and/or group cases where an identified problem is likely to have professional and personal effect (e.g. work-related problem due to a psychological problem, conflict resolution, etc.);
3. Advising Team and Hub Management as necessary, or upon request, with the aim of improving the working atmosphere in their teams and resolving problems of a work-related or personal nature, which adversely affect job performance and productivity;
4. Monitoring environmental factors that could lead to stress, with particular focus on stress related to critical incidents including emergency and crisis situations, with respect to all Mission members of the mission and advises Team and Hub Management on the appropriate measures to be taken;
5. Planning, developing, implementing and delivering stress management training, as well as resilience building courses for all Mission members in the SMM;
6. Performing psychological first aid (e.g. individual and/or group) whenever and wherever there is a need upon a critical incident;
7. Assuring, in conjunction with the Medical Services, a continuum of services (referral, short-term supportive intervention) to Mission members, in case needed;
8. Both managing and liaising with National Mental health professionals and other psycho-medical resources; ensuring effective co-ordination with other international organizations and liaison with governmental and non-governmental agencies;
9. Performing other administration and management related tasks as assigned.
