Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response. UN Women has developed a humanitarian response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee Women and Girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of the programme is to ensure protection, as well as equitable and safe access to and benefit from urgent life-saving humanitarian assistance and information to the most vulnerable, and marginalized Rohingya women while assisting them to live with dignity. The programme also promotes women’s participation and leadership in the camps and host community and peace and social cohesion building activities. UN Women co-chairs the Gender in Humanitarian Action Working Group for the Rohingya Refugee Response with UNHCR to promote gender-responsive humanitarian action across humanitarian agencies in Cox’s Bazar.Reporting to Programme Specialist-Gender in Humanitarian Response, the Gender Programme Analyst supports the effective management of UN Women’s programmes of the Cox’s Bazar Sub-office by providing substantive input to programme design, formulation, implementation, monitoring, reporting and evaluation.  S/he guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  She/he works in close collaboration with the programme and operations team of UN Women in Dhaka, Government officials, multi and bi-lateral donors and civil society groups, and different sectors and working groups of the Inter-Sector Coordination Group to ensure successful UN Women programme implementation under portfolio.

Duties and Responsibilities

1. Contribute technically to the development of programmes in response to the Rohingya refugee influx in Cox’s Bazar

  • Provide technical inputs to the design and formulation of programme/project proposals to support Rohingya refugee and host community women and girls;
  • Identify areas for support and intervention related to the programme.

2. Provide substantive technical support to the implementation and management of programmes in response to the Rohingya refugee influx in Cox’s Bazar

  • Provide inputs to the annual workplan and budget as required;
  • Lead the implementation of programme activities in the assigned area
  • Lead the coordination of the call/request for proposals, including preparation of solicitation documents, the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Monitor budget implementation and programme activity expenditures and prepare budget revisions when required
  • Support training of partners on Results Based Management and monitor implementation.

3.    Provide technical assistance and capacity development support to project/programme partners

  • Coordinate and provide technical support to the implementation of programme activities with partners; Maintain relationships with project partners to support implementation and expansion of the response to the Rohingya refugee influx in Cox’s Bazar programme;
  •  Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed;
  • Monitor programme delivery by partner and take timely corrective action as necessary with project partner.

4.    Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress of implementation of activities and finances using results-based management tools;
  • Monitor the implementation of proposals by responsible partners;
  • Provide substantive inputs to the preparation of donor and UN Women reports. Draft reports on monitoring missions, programme results s, outputs and outcomes

5.    Provide substantive technical inputs to the management of people and finances of the assigned programme/project

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Support Quarterly FACE form reporting and budget liquidation of Implementing Partners;
  • Provide substantive inputs to financial reports.

6.    Contribute to inter-agency coordination on Gender Equality and Women’s Empowerment (GEWE) across the humanitarian and peace/security engagements of the UN and humanitarian partners at Cox’s Bazar

  • Support the Head of Sub-Office in the Gender in Humanitarian Action inter-agency coordination related activities by providing inputs to background documents and briefs;
  • Lead the preparations for high missions visits;
  • Coordinate the work between RRRC office and UN Women Cox’s Bazar office;
  • Participate in Cox’s Bazar level coordination structures and mechanisms assigned in order to support mainstreaming of gender and protection in the refugee response efforts;
  • Support for the engagement and participation of local organizations and civil society networks in humanitarian coordination mechanisms.

7.    Provide inputs to advocacy, partnership building, knowledge building and communication efforts

  • Support preparation of background documents, briefs and presentations, project summaries, conference papers, speeches, and donor profiles related to project/programme in Cox’s Bazar;
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Support documentation of good practices and success stories, and development of knowledge management products.

Required Skills and Experience

Education and certification:    

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:    

  • At least 3 year of relevant work experience in humanitarian programme/project implementation, coordination, monitoring, and reporting focused on gender equality and women’s empowerment;
  • Experience working with Rohingya women and girls is an asset;
  • Experience working with UN agencies will be an asset.

Language Requirements:    

  • Fluency in English, and Bangla is required;
  • Chittagonian language will be an asset.
