OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Assistant Director-General for Culture and the direct supervision of the Director of the UNESCO Office in Doha, the incumbent ensures the design, implementation and monitoring of the activities carried out under the Major Programme IV – Culture in the countries covered by the Office (Gulf countries and Yemen) in the context of internationally agreed development goals, including the 2030 Agenda for Sustainable Development, and within its efforts to build partnerships and ensure fundraising. The incumbent shall contribute to the coordination of UNESCO’s projects and activities in the field of culture in the countries under the responsibility of the Office. The incumbent is also responsible for ensuring UNESCO’s contribution in the field of culture to joint programmes and projects with other UN agencies and ensure UNESCO participation in to all joint UN programmatic strategic exercises (CCA, UNSDCSF etc.,) becoming an active member of the United Nations Country Team (UNCT) in the countries covered by the office. 

 

In particular, the incumbent will:     

Long Description
  • In line with strategies and priorities (C/4 and C/5 documents) of the Culture Sector, the UN strategic country instruments, ensure the planning, management, implementation, monitoring and evaluation of the Culture programme and corresponding workplans and the operational projects. Cooperate with concerned staff members and provide inputs, including data and statistics for the preparation of reports and briefings on the implementation of programmes and projects, as well as contribute to intersectoral activities and Office’s objectives. Draft briefs, factsheets, articles and prepare other communication inputs to keep the Culture Sector visible.

  • Contribute to development of countries’ policy making by providing policy advice to the Ministries of Culture and Government cultural institutions; establish appropriate activities to promote culture-engaged sustainable development, peace building and reconciliation; promote and support national capacity building in all the key areas of culture through training; assist vulnerable groups with focus on youth and women; contribute to the organization of conferences and meetings in line with the Office strategy and countries’ needs; promote ratification and implementation of all the cultural conventions and contribute to the preparation of UNESCO Country Programme Documents (UCPDs).
Long Description
  • For the implementation of the programme, develop and maintain relationships with the countries’ national government, particularly the Ministries of Culture, concerned national/local authorities, relevant intergovernmental, regional and sub-regional organizations in the countries covered by the Office, cultural institutions, academic institutions, and non-governmental organizations, as well as donors and other partners in the field of culture. Identify, design and implement projects to reinforce the Regular Programme; mobilize voluntary contributions and partnerships, including with civil society organizations and the private sector. Write project proposals in line with the Major Programme IV – Culture priorities and the CLT Resource Mobilization Framework. Draft official correspondence, briefs, articles and reports before, during and after the project development and implementation to facilitate the evaluation of the results obtained and the impact of UNESCO activities. 

 

  • Participate in joint programming exercises towards the 2030 Agenda and in the inter-agency actions in the framework of the UN Reform such as Common Country Assessments/United Nations Sustainable Development Country Strategy Framework (CCA/UNSDCSF), etc., by providing professional inputs, support and advice in the field of culture to the UN Country Team (UNCT). Identify entry points for culture in the UN joint programmes and programming processes responding to national activities and needs, contribute to their implementation, monitoring, reporting and evaluation.

Education

  • Advanced University degree (Master’s or equivalent) in the field of Culture, Humanities, Development Studies, International Relations or related area.

 

Work Experience

  • A minimum of four (4) years of progressively responsible and relevant professional experience in the field of Culture of which preferably two years acquired at international level.
  • Experience in planning, designing, managing, implementing and evaluating programmes and projects related to the field of Culture.
  • Experience in fundraising and resource mobilization.

Education

  • Relevant training/certification in the field of cultural heritage.

 

Work Experience

  • Experience in the area of cultural policy and capacity building.

 

Skills and competencies

  • Strong diplomatic skills.

 

Languages

  • Good working knowledge of the Arabic language.
  • Knowledge of another official language of UNESCO (Chinese, French, Russian, Spanish).
