General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission

The general minimum requirements for working in this field of expertise are:

  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities

Education:

First-level university education in international relations/political science, Geographic Information System (GIS) or other data related field, business administration, or graduate of a national military or police academy at officer level

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Minimum of six years of relevant professional experience in any of the following fields: arms control and verification/disarmament; geographic, imagery or all-source/multi-source analysis; Geographic Information System (GIS) or database development;
  • Experience in identification of military equipment, particularly weapons systems and munitions that are regulated by the Memorandum of 19 September 2014 and subsequent Minsk agreements;
  • Proven ability to draft concise, coherent reports incorporating narrative, visual and tabular data, meeting tight deadlines;
  • Experience with any or all of the following software packages: ArcGIS platform and PostgreSQL or similar, Google Earth, Adobe Acrobat Pro, MS Office package including Excel and Access;
  • Demonstrated critical thinking, precision in work and problem-solving and the ability to work under pressure; ability to concentrate for long periods on detailed information;
  • Demonstrated experience/ability to conduct training of technical subjects to a non-technical audience;
  • Excellent analytical, diplomatic and negotiation skills;
  • Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Ability to co-operate effectively with supervisors and colleagues with diverse experiences and backgrounds;
  • Ability to operate Windows applications including Word, Excel and Outlook, as well as familiarity with internet search engines and techniques.

Desirable:

  • User proficiency in ArcGIS Online, both in creation of web maps and its data analysis capabilities;
  • User proficiency in ESRI tools, such as Operations Dashboards and Story Maps;
  • Ability to read the Cyrillic alphabet;
  • Working knowledge of the Ukrainian and/or Russian language(s);
  • Experience in working in Eastern Europe and/or knowledge of the region;
  • Knowledge of the OSCE principles and commitments.
 
 
 
 
Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, especially women, to apply for this position.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the overall guidance of the Head of Operations and direct supervision of the Deputy Head of Operations, as Verification Officer, you will perform the following specific functions:

  1. Providing advice on the technical aspects of monitoring the withdrawal of heavy weapons and the verification of the same in accordance with the Minsk Agreements;
  2. Providing advice on strategic aspects of verification, including deployment of remote observation technology (e.g. satellite imagery, static and mobile cameras and sensors), and on refinement of day-to-day operations related to verification;
  3. Co-operating with other SMM elements, including thorough review and contribution to relevant aspects of: the Mission's regular and occasional reports, ensuring that material submitted for clearance is consistent with the aims and tasks enumerated in the mandate, delivery of induction and refresher training related to verification;
  4. Maintaining the geospatial database enabling accurate verification reports to be compiled for use by the SMM and for external reports;
  5. Management of verification data, creation of maps, charts and information products;
  6. As required, ensuring gender mainstreaming in all activities in the area of responsibilities;
  7. Performing other duties as assigned.
