OVERVIEW OF THE FUNCTIONS OF THE POST

The Diversity of Cultural Expressions Entity promotes the diversity of cultural expressions and the creative economy as vectors for sustainable development. Its mission is to ensure the effective implementation and monitoring of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions (hereafter ‘the 2005 Convention’) and the 1980 Recommendation concerning the Status of the Artist (hereafter ‘the 1980 Recommendation’). The Entity fosters international cooperation by providing assistance to governments around the world to design, monitor and evaluate policies that promote the diversity of cultural expressions and the creative economy. It also coordinates and monitors the Convention’s statutory obligations, notably by providing support for the sound decision-making of the Convention’s governing bodies through the collection, analysis and dissemination of all relevant information, statistics and best practices in the culture and creative sectors.

 

Under the overall authority of the Assistant Director-General for Culture, the general supervision of the Chief of the Diversity of Cultural Expressions Entity and the direct supervision of the Head of the Statutory Meetings and Research Unit, the incumbent will contribute to monitoring the implementation of the 2005 Convention and the 1980 Recommendation, through their respective monitoring mechanisms, and to conducting global and thematic research on the basis of the data collected by this means as well as through complementary research activities.

 

More specifically the incumbent will:

Long Description
  • Contribute to the coordination of the quadrennial periodic reports on the 2005 Convention and the 1980 Recommendation, in particular through the management of the online reporting platforms, the preparation/updating of reporting forms; the drafting of the related working documents for the corresponding governing bodies and the official correspondence with Member States.
  • Analyse the measures and policies reported through the two monitoring mechanisms, in particular with a view to contributing to the preparation of the Global Reports Re|Shaping Cultural Policies as well as to other thematic studies and policy briefs in the fields covered by the 2005 Convention and the 1980 Recommendation.
  • Keep the Policy Monitoring Platform (https://en.unesco.org/creativity/policy-monitoring-platform) up to date with the information collected through the quadrennial periodic reports, and contribute to its future improvements.
  • Contribute to the collection and analysis of data and good practices in the fields covered by the 2005 Convention and the 1980 Recommendation with a view to informing the debates and decisions of the governing bodies of both instruments.
  • Contribute to the editorial production of the publications developed by the Statutory Meetings and Research Unit, including the Global Report series, in close cooperation with the relevant internal services of the Organization and the external service providers usually required for the publications.

Education

  • Advanced university degree (Master's or equivalent) in the field of culture or human and social sciences.

 

Work Experience

  • Minimum 2 years of relevant professional experience in cultural policy research, of which preferably one year acquired at international level.

Skills/Competencies

  • Good knowledge of UNESCO’s standard setting instruments and programmes in the field of culture, including of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the 1980 Recommendation concerning the Status of the Artist”.
  • Ability to undertake rigorous research and analysis from academic and other published sources.
  • Proven ability to draft clearly and concisely and to produce high quality analysis and synthesis documents.
  • Ability to manage a heavy workload, paying close attention to detail and quality of work while meeting deadlines.
  • Very good IT skills, including in standard office software and in database management and data visualization.
  • Ability to work effectively in a team environment and to maintain trust-based working relations in a multicultural team.

 

Languages 

  • Excellent knowledge of English or French and good knowledge of the other language.
DESIRABLE QUALIFICATIONS

 

Education

  • Training in cultural statistics.

 

Work Experience

  • Experience in the preparation of reports of international scope in one or several of the fields covered by the 2005 Convention or 1980 Recommendation.
  • Experience in an intergovernmental organisation.

 

Skills/Competencies

  • Advanced knowledge of data processing and data analysis software.

 

Languages

  • Knowledge of another UNESCO official language (Arabic, Chinese, Russian, Spanish).
