Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Department of Environment (EAE/ENV) contributes to inclusive and sustainable industrial development by improving the environmental performance, resource productivity, and safety, as well as by supporting the creation of new industries providing environmental goods and services. To this end, the Department acts as the focal point within UNIDO for various Multilateral Environmental Agreements and leads or co-hosts relevant global policy and deployment frameworks such as the Vienna Convention for the Protection of the Ozone Layer and its Montreal Protocol on Substances that Deplete the Ozone Layer, the Stockholm Convention on Persistent Organic Pollutants and the Minamata Convention on Mercury and the Partnership for Action on Green Economy (PAGE). This position is located under the Materials and Chemicals Management Division (EAE/ENV/MCM) is responsible for activities relating to new and emerging international environmental compliance regimes, including the Minamata Convention, and to this end develops new programmatic approaches; in addition, it identifies and explores possibilities for synergies both within the Environment Department but also with other UNIDO technical departments.

PROJECT CONTEXT The Partnership for Action on Green Economy (PAGE) was launched in 2013 as a response to the call at Rio+20 to support those countries wishing to embark on greener and more inclusive growth trajectories. PAGE deploys the expertise and broad convening power of five UN agencies – International Labour Organization (ILO), United Nations Environment Programme (UNEP), United Nations Industrial Development Organization (UNIDO), United Nations Institute for Training and Research (UNITAR) and United Nations Development Programme (UNDP) -to offer coordinated and complementary support to countries as they prepare for the challenges of the 21st century. PAGE seeks to put sustainability at the heart of economic policies and practices to advance the 2030 Agenda for Sustainable Development and supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. Thailand joined PAGE at the end of 2019 to support green economic transition and achievement of the targets set out in the National Development Plan. The country has embraced green economy principles for decades under its “Sufficiency Economy Philosophy” and the Bio-Circular-Green Economy (B-C-G) business model to promote sustainable growth that is environmentally friendly and inclusive whilst simultaneously promoting the implementation of the Sustainable Development Goals (SDGs) together with climate change commitments under Thailand’s Nationally Determined Contribution (NDCs). The challenges of COVID 19 emerge as a new reality across the nation. PAGE has been an integral part of the UN support to government led efforts for a job-rich green economic recovery that leaves no one behind. The PAGE green recovery support in Thailand will conduct an in-depth assessment of selected projects funded by the 400 Billion Baht Fund from the green perspectives to advance the green economy agenda in the national economic recovery policy formulation. The government institution driving PAGE work is the National Economic and Social Development Council (NESDC), with ILO and UNIDO acting as joint leads for the UN. The National Coordinator is a consultant hired by the PAGE lead agency to coordinate all activities on behalf of all PAGE agencies with national and local-level partners. The National Coordinator will support PAGE engagement and policy coordination related to PAGE in Thailand, including identification of linkages with important national and international processes, such as the Sustainable Development Goals. The National Coordinator will be hosted by the UNIDO Field Office in Bangkok under a contract administered by UNIDO on behalf of all PAGE Partners. DUTY STATION: Bangkok, Thailand. DURATION: 12 months

Main Functions

The National Coordinator is expected to support the NESDC in planning, coordinating, and implementing PAGE activities in Thailand and facilitating linkages with relevant national government agencies, social partners (workers and employers’ organizations), policy processes, and international development partners. The National Coordinator will officially report to the UNIDO PAGE Project Manager and Focal Points in Thailand with substantive guidance and oversight provided by the UNIDO Representative in the country and the Government Focal Point within the NESDC of Thailand. Specific tasks of the National Coordinator include: - Support the coordination and implementation of PAGE priorities and workstreams: integrate inclusive green economy (IGE) goals and targets into national economic and development planning; implement sectoral and thematic reforms in accordance with national IGE priorities; strengthen individual, institutional, and planning capacities for IGE action; - Support PAGE’s inception phase and medium-term programme planning and policy integration: develop a sustainability plan for advancing green development in Thailand beyond the core PAGE support period; identify challenges, opportunities, priorities and needs for updating and implementing the PAGE sustainability strategy; support the initiation of a green development programme with a larger funding base, going beyond the current partnership; facilitate linkages between PAGE and national SDGs processes, and with other relevant policy processes; regularly inform national authorities responsible for reporting on SDGs and Paris agreement of PAGE support; support mobilization of national and international resources for Programme implementation; - Support the NESDC in forming the national PAGE Steering Committee and holding regular meetings of the Committee; - Facilitate regular communication among NESDC, national and international counterparts of the PAGE program in Thailand, which includes but not limited to the following national institutions: Ministry of Energy, Ministry of Natural Resources and Environment, Ministry of Digital Economy and Society and Ministry of Labor, and workers’ and employers’ organizations (e.g., Employers’ Confederation of Thailand, Labour Congress of Thailand, Thai Trade Union Congress, National Congress Private Industrial of Employees, State Enterprises Workers’ Relations Confederation); - Organize and/or support the organization of high-level events, workshops, thematic training, stakeholder consultations, and any other PAGE meetings, and ensure the participation of government representatives, social partners and stakeholders and major international actors; - Support PAGE communication and outreach activities at the national level to keep PAGE work visible in the national media; - Facilitate communication with all PAGE Agencies through email communication & interagency meetings, supporting the collaboration processes; - Any other ad-hoc assignments as required.

Minimum Requirements

Education

Advanced university degree in economics, environmental, social, political sciences, or any related discipline.

Languages

Fluency in written and spoken English and Thai is required. Working knowledge of or fluency in another United Nations language is desirable.

Computer Skills

Field of Expertise

- A minimum of seven (7) years of relevant work experience at the national and/or international level in programme/projects management is required; - Experience in public policy in Green Economy and sustainable development-related areas such as, but not limited to, planning, circular economy, green business, green production and services green jobs and building capacity is desirable; - Experience of directly working with the Government of Thailand and/or UN agencies is desirable.
