OVERVIEW OF THE FUNCTIONS OF THE POST

Background

Ethiopia is among the countries most affected by HIV and AIDS. The existence of HIV infection in Ethiopia was recognized in the early 1980s with the first two AIDS cases reported in 1986. Since then, the epidemic has rapidly spread throughout the country. The epidemic peaked in the mid-1990s. Since 2000 the epidemic has declined in major urban areas and stabilized in rural settings. According to projections based on the single point estimate the national adult HIV prevalence for 2009 was estimated at 2.3% with 1,116,216 People Living with HIV/AIDS (PLHIV) and 855,720 orphans due to AIDS. According to the Strategic Plan II, FHAPCO, 2010/11 – 2014/15), Ethiopia has observed remarkable progress over the past two decades in reducing HIV prevalence rate from 3.3% in 2000 to 0.9% in 2017, and AIDS related deaths from 83,000 people deaths in 2000 to 15,600 in 2017, thus being on the right track to deliver on its commitments. However, gains made so far seem to be challenged with complacence to primary HIV prevention. The Government of Ethiopia has committed to reducing new adult HIV infections by 50% by 2020 and to ending AIDS as a public health threat by 2030 (Health Growth and Transformation Plan II 2015‐2020﴿.

The Ministry of Education has been committed and given  attention in making several efforts on the prevention and mitigation of HIV/AIDS and complicated SRH issues of in-school youth. In line with this, Ministry of Education developed and implemented HIV/AIDS prevention policy, Workplace HIV prevention Policy, implementation Guide, Minimum package, Peer and Life Skill Education and different behavioral intervention materials and Messages(Schools Mini Media and Anti-Aids club support, IEC/BCC, flayers, Spots and Documentary audio visual), Provision of ToT for selected groups (Regional Coordinators, Supervisors, School Principals, Teachers and Students), Supportive Supervisions and their feedbacks, Mainstreaming issues in the Sector at each level. These behavioral interventions had been continued and played an important role in HIV prevention, STIs and minimized the complex SRH Issues among the youths and adolescents.

Duties/tasks and expected outputs

Under the overall authority and supervision of UNESCO Addis Ababa Liaison Office and in close collaboration with the UNESCO Regional Office for Eastern Africa in Nairobi and Education National Project Officer (NPO) in Ethiopia and Ministry of  Education Ethiopia, HIV/AIDS and SRH Issues Directorate, the Consultant/Contractor [hereafter referred to as the Lead Consultant] will conduct  an evaluation of Behavioural Change on HIV/AIDS and SRH Issues at Secondary Schools in Selected Regions in Ethiopia. Specifically, the Lead Consultant will undertake the following major assignments, each with specific tasks as follows:

  • A comprehensive action plan to carry out the evaluation   
  • Develop and validate action plan
  • Detailing the methodology, sampling techniques, a detailed budget based on the activities mentioned on the Term of Reference.

Timeline and Deliverables

The assignment will require 90 working days from the Lead Consultant over a period of 3 months, starting from date of the issuance of the contract. The Lead Consultant is expected to deliver the following major outputs. Payments shall be made according to the delivery and acceptance of deliverables specified in the following:

1. Inception Report - 10 May 2021

2. Data collection instruments   - 20 May 2021

3. Draft commented Evaluation Report   - 15 July 2021

4. Final Evaluation Report with inputs from validation workshop included - 10 August 2021

Education

  • Advanced university degree (Masters or higher level) in the  fields of  Education, Public Health, population studies, demography, Social works or any other related discipline required for the team leader/ team members.

Work Experience / Team Leader/

  • Experience in research and evaluation related to behavioral change, family planning and similar studies conducted in the health, education, or related sector,
  • Experience on published papers, articles, or abstracts

  • Experience in undertaking similar and other studies or research with the private sector
  • Legally registered firm with a renewed license for the service with VAT and TIN Registration certificate
  • High-level skills in research methodology (literature review, quantitative/qualitative research with specific skills on developing surveys).
  • Proven experience working in Africa and knows the Ethiopian context, particularly in policy formulation and planning processes.
DESIRABLE QUALIFICATIONS

Minimum requirements for team members:

The team should be composed of a minimum of 3 technical members with at least the following qualifications and skills:

  • Advanced university degree (Masters or higher level) in the fields of  Education, Public Health, population studies, demography, Social works or any other related discipline
  • Deep understanding of the national socio-economic and political context.
  • Familiar with Ethiopia   Health and Education Sector   HIV/AIDS, SRH policies and Strategies.
  • Good communication and facilitation skills.
  • Proven experience in research and data analysis.
  • Proficient in oral and written English.

Languages

  • Excellent knowledge (oral and written) English
