Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

In September 2019 UN Women Georgia with the generous support of the Government of Norway launched a three-year project “Good Governance for Gender Equality in Georgia (GG4GEG). The project responds directly to gender equality and gender mainstreaming commitments undertaken by the Government of Georgia at the international and national levels and aims to strengthen governance systems for gender equality in Georgia.

Institutional mechanisms for the advancement of women have been identified as one of twelve critical areas of concern by the Beijing Declaration and Platform for Action adopted at the Fourth World Conference on Women in September 1995. They play a central role in development, implementation and monitoring of state policies on gender equality and women’s empowerment and  supporting government-wide mainstreaming of gender equality perspective across all policy areas. Within the framework of the GG4GEG project, UN Women provides robust support to institutional mechanisms for the advancement of women at the national and local levels – the Parliamentary Gender Equality Council, the Inter-Agency Commission on Gender Equality, Violence against Women and Domestic Violence, the Public Defender’s Office and the municipality-level gender equality councils to institutionalize gender mainstreaming. In line with these efforts and to support the Parliamentary Council on Gender Equality – gender equality institutional mechanism at the legislative level – UN Women plans to recruit project analyst/gender mainstreaming specialist.

Duties and Responsibilities

The individual will report to and work under direct supervision of UN Women Programme Analyst and overall guidance of UN Women Georgia Country Representative and the Chair of the Parliamentary Gender Equality Council:

  • Work towards adoption of the national concept/strategy on gender equality and women’s empowerment by the Parliamentary Gender Equality Council;
  • Spearhead development and adoption of the legislative amendments to the Law of Georgia on Gender Equality;
  • Lobby for and provide substantial inputs towards the institutionalization of gender analysis and gender impact assessment (GIA) by the Parliamentary Gender Equality Council;
  • Contribute towards development of Parliamentary Thematic Inquires on gender equality and gender mainstreaming by the Parliamentary Gender Equality Council;
  • Plan and contribute to the implementation of capacity development interventions on gender equality and gender mainstreaming for the Parliamentary Gender Equality Council;
  • Provide inputs to relevant strategies, policy briefs, concept notes, reports and other documents as appropriate;
  • Develop and maintain effective partnerships with key stakeholders from government, development partners and civil society organizations;
  • Carry out thematic research and analysis as required;
  • Perform any other job-related duties as assigned by the supervisor.

Required Skills and Experience

Academic Background: 

  • Master’s degree or equivalent in gender/women's studies, international development, economics, public administration, law or a related field.

Relevant work experience:

  • Minimum three years of relevant work experience in programme/project implementation, research, monitoring and evaluation, capacity development and alike.
  • At least three years of experience working on gender equality and women’s empowerment issues.
  • Experience coordinating and liaising with government agencies, CSOs and/or donors is an asset.

Languages:

  • Fluency in written and spoken Georgian and English.
