OVERVIEW OF THE FUNCTIONS OF THE POST

The Diversity of Cultural Expressions Entity promotes the diversity of cultural expressions and the creative economy as vectors for sustainable development. Its mission is to ensure the effective implementation and monitoring of the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and the 1980 Recommendation concerning the Status of the Artist. The Entity fosters international cooperation by providing assistance to governments around the world to design, monitor, and evaluate policies that promote the diversity of cultural expressions and the creative economy. It also coordinates and monitors the Convention’s statutory obligations, notably by providing support for the sound decision-making of the Convention’s governing bodies through the collection, analysis and dissemination of all relevant information, statistics and best practices in the culture and creative sectors.

 

Under the overall authority of the Assistant Director-General for Culture, the direct supervision of the Chief of the Diversity of Cultural Expressions Entity (DCE) and the guidance of the Heads of the Statutory Meetings and Research Unit and of the Programmes and Stakeholder Outreach Unit, the incumbent will be responsible for the overall communications and resource mobilizations of the Entity. The communications should encompass a wide range of work of DCE, and particularly the International Fund for Cultural Diversity and other voluntary contributions funded projects, in order to create coherent and effective messaging customized to target audiences (e.g., donors, partners, general public, etc.). 

 

Long Description

Within this context, the incumbent will:     

 

  • Conceive and write communication content in English and/or French (web news, articles etc) on activities of DCE and results of DCE’s programmes to be posted to the online platform, produce communication materials for diffusion through social media and make proposals to improve the structure and usability of the webpages.
  • Implement the IFCD fundraising strategy (2021-2023) by producing various tools (e.g., customized letters, advocacy documents, testimonials) for the purpose of resource mobilization targeting different IFCD audiences. 
  • Develop the website for the Convention and communication materials and strategies, including audiovisual material (e.g., handouts, web pages and infographics).
  • Conceive and implement the media outreach (including social media campaigns) in order to promote the importance of the diversity of cultural expressions by maintaining key messages as well as visual identities.
  • Collaborate with DCE colleagues dealing with communication and knowledge management and other communications colleagues of UNESCO in order to enhance the visibility and knowledge management system of the 2005 Convention.
  • Monitor information sources (news, articles, academic papers, infographics, maps and videos, etc).
  • Design corporate brochures and leaflets and develop printed and digital materials (annual reports, newsletters, e-blasts and videos, etc).

Education

  • Advanced University Degree (Master’s or equivalent) in the field of communication, humanities, culture, cultural industries and/or cultural policies or a related area.       

 

Work Experience

  • A minimum of 4 years of progressively responsible relevant experience in the field of culture and communication related activities (web communication, website management, content management, web editing, media relations, writing and outreach).
  • A minimum of two years acquired in an international environment.
  • Proven experience in the production of diverse communication tools and outreach in the field of culture and development.
  • Proven experience in resource mobilization from a variety of donors, including from the private sector.
  • Proven experience in cooperating with governments and reporting to donors.

Skills/Competencies

  • Excellent oral communication skills in English.
  • Strong writing and editing skills in English with proven ability to draft clearly and concisely in order to communicate information about the project, present knowledge generated through the project and package such information and knowledge into various attractive communication tools. 
  • Advanced IT skills, excellent command of Microsoft Office™ tools (Word, Excel, etc.) as well as InDesign, Final Cut.
  • Proven competence related to the management of websites and social media communication (e.g., WordPress, Blogger, Facebook, Twitter, LinkedIn, YouTube, Pinterest).
  • Knowledge of Content Management System (CMS)/Drupal.
  • Excellent coordination and interpersonal skills.
  • Good analytical, problem solving and organizational skills.      
  • Ability to work effectively in a team environment and to maintain effective working relations within a multi-cultural environment.  
  • Ability to manage a heavy workload and to meet tight deadlines, paying close attention to detail and quality of work.

Languages 

  • Excellent knowledge (written and spoken) of English and good knowledge of French language. 
DESIRABLE QUALIFICATIONS

 

Education

  • Relevant professional training in the field of the diversity of cultural expressions.     

 

Work Experience

  • Experience in mobilizing a wide range of artists and cultural professionals through advocacy.
  • Participation in statutory meetings of the 2005 Convention.

  • Experience in resource mobilization from High-Net Worth Individuals (HNWI).
  • Good knowledge of UNESCO’s standard setting instruments and programmes in the field of culture.
  • Very good knowledge and understanding of the 2005 Convention and the 1980 Recommendation.
  • Competence in advanced office software (database, etc.).       

 

Languages

  • Knowledge of another official language (Arabic, Chinese, Russian, Spanish) of UNESCO.
