Overview of position
The UNDP Strategic Plan 2018-2021 embraces the complexity of development and commits the organization to helping countries find faster, more durable solutions to achieve Agenda 2030. Important development trends like urbanization, climate change, and inequality pose significant challenges on our path to achieve the 2030 agenda of achieving the Sustainable Development Goals (SDGs).
UNDP has begun incubating a number of strategic initiatives aimed at ensuring UNDP is ‘fit for purpose’ to deliver a new generation of solutions in line with the challenges the world faces. One such key strategic initiatives is the Country Accelerator Labs Network. The initiative is a recognition that increasingly interrelated development challenges require going beyond business as usual and single point, linear and silver bullet responses in development. Instead, they call for an interdisciplinary approaches and non-linear solutions that crowd in the collective efforts of variety of partners and tap into local insights and the knowledge of people closest to the problem and the solutions. The initiative is also a recognition and an investment in the emerging momentum among a growing number of UNDP Country Offices around joining together disruptive, cutting edge methodologies with contextual, country-based insights and expertise to accelerate impact and progress toward the Sustainable Development Goals.
In recognition of our world's increasing complexity, the business-as-usual approach won’t be sufficient to tackle the wicked sustainable problems we face today. UNDP set out in 2019 to build the world’s largest and fastest learning network on sustainable development challenges. The Accelerator Labs Network (AccLab) was introduced globally to the UNDP system for the first time to provide a paradigm shift in development. 90 labs are challenging the status quo globally by combining social innovation with sustainable development. UNDP is doing development differently because the speed, dynamics, and complexity of today’s challenges are fundamentally different from even twenty years ago. We are creating a new capability for decision-makers to explore, experiment, and grow portfolios of mutually reinforcing solutions to tackle today’s challenges.
Accelerator Lab provides a suite of innovation approaches for UNDP partners and communities such as systemic design, collective intelligence, mapping emerging signals, solutions mapping, experimentation, and more to offer. The Lab’s work is centered around tackling on-the-ground sustainable development issues through a learning cycle.
In 2021, the UNDP Libya Accelerator Lab aims to further expand the impact by stepping into additional areas, both in terms of scope and geography. Across Libya, the areas will include 1. Youth Entrepreneurship and employment, 2. Digitalization of public sector, 3. Waste Management (recycling system stations) and 4. Promoting unity and peace through art campaigns through creativity approaches.

 
Role objectives
The main objective of the Accelerator Lab Assistant is to support the Accelerator Lab’s work on Youth Entrepreneurship & employment, Digitalization, 3. Waste Management (recycling system stations) and promoting unity and peace through art campaigns through creativity approaches. The Accelerator Lab Assistant will make contributions to the formulation of new initiatives and the implementation of ongoing initiatives. Responsibilities will include, but not limited to, coordination, community engagement, reviewing project documents, consulting with national and international counterparts, conducting feasibility studies and policy research. The Accelerator Lab Assistant is responsible for supporting the oversight and implementation of initiatives assigned to him/her to ensure high quality data analysis, design, implementation, reporting, monitoring and evaluation so that project deliverables are achieved on time. Concrete tasks may include:
  • Research, Writing & Editing: supporting the Accelerator Lab in drafting policy briefs, blogs, project documents, reports and online media content. Conducting solutions mapping exercises, literature reviews, risk assessments, and ethnographic research to inform project implementation.
  • Community engagement & coordination: Organize events, workshops, webinars and field trips on behalf of Accelerator Lab to facilitate community development.
Communication, social media and knowledge sharing: Support Accelerator Lab in developing contents and marketing for Libya Accelerator Lab Community

. Deliverables
  1. Act as a point of contact and coordinator for Accelerator Lab to ensure timely completion of tasks under the working plan.
  2. Connect existing initiatives to build a community of practice and help mobilize resources effectively and efficiently.
  3. Build a professional network with working partners such as the government institutions in Libya, NGOs, social innovators, universities and the innovation community.
  4. Analyze Libya's political and development context and identify new ideas based on UNDP’s strategic goals, Libya’s needs, and donors’ priorities.
  5. Support Lab activities by formulating weekly reflections, drafting summaries of lessons learned and aggregating reports on activities, outputs and outcomes as needed.
  6. Building on the ecosystem mapping activities that Libya Lab accomplished in 2019.

Level of Qualification and Experience
Bachelor’s degree in Social sciences, Data science, Statistics, business managment, or related field and minimum of 3 years of professional experience in development programming or policy; social innovation; partnership building; engagement (public and private
sector) and/or resource mobilization.

High school degree and minimum of 6 years of professional experience.
Experience: • At least 6 years of working experience in IGO, NGO, social enterprise, impact business. Applicants with experience in sustainable development, social innovation, systems thinking field will be prioritized.
• Demonstrated passion and creativity in working with community and volunteerism (e.g., extra-curricula activities, volunteer worked etc.). Understand Innovation/Social/Accelerator Lab practice, having participated in training on Accelerator Lab methodologies.
• Good organizational, creativity and analytical skills, initiative and sound judgment; able to work in an international environment and the ability to work with minimum supervision. Can be showcased via past project experience.
• Demonstrated research and analytical skills.
• Demonstrated knowledge and/or experience in qualitative and quantitative research and analysis.
• Demonstrated knowledge and/or experience either in the field of Youth Entrepreneurship, Digitalization in public secto, 3. Waste Management (recycling system stations) and/or promoting unity and peace through art campaign
Language requirements: • High fluency in English and Arabic. Need to have good ability to write, speak, translate and communicate in both languages. Can have a language degree or writing sample to access language skill.

 Duty Station
The Accelerator Lab Assistant is expected to work remotely and at the UNDP Libya Country Office in the Tripoli office. There will be frequent meetings outside of the office for stakeholder meetings and occasional missions outside of Tripoli and will be paid in accordance with UNDP travel policy for each trip.
