Org. Setting and Reporting

This position is located in the Resource Planning and Analysis Section (RPAS) of the Division for Special Activities (DSA) in the Department of Operational Support.

DOS was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

DSA oversees a range of specialized or cross-cutting operational capacities that support the provision of efficient, effective and responsive operational support solutions to special situations. These special situations include the start-up, transition, and closure of entities; major programme transitions and surges; as well as emergency and crisis situations.

Within DSA, RPAS works across DOS to support operational support solutions that deliver value for money and ensure resource stewardship. It’s work has a focus on strong programme management and coordination, data-driven analysis of major resourcing drivers and practices and the comprehensive integration of financial and operational aspects into solutions developed.

This position functions under the general supervision of a Section Chief.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

•Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

•Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

•Researches, analyzes and presents information gathered from diverse sources, leveraging data analytics and visualization tools e.g. Power BI (or similar), PowerPoint (or similar)

•Provides expert advice on strategic resources and stewardship aspects of proposed operational support solutions.

•Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

•Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

•Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

•Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

•Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

•Translates strategies and priorities into financial and operational plans and develops resourcing solutions in special situations.

•Participates in departmental [inter-departmental] meetings on matters related to resource requirements, programming and operational support issues.

•Supports the work of the Division with regard to the review of major resource requirements and development of efficiency measures;

•Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.
Experience translating strategies into financial and operational plans is required.
Experience in research and data driven approaches to provide analysis on the implications of emerging operational solutions is required.
Experience in developing creative options to address complex situations is desirable.
Proficiency in data analytics visualization tools is desirable.
Experience working in an international setting or with an international organization across national borders is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
