This position is advertised open to internal and external applicants. Group 1 candidates: Group 1 comprises current GS staff members holding an indefinite or fixed-term appointment who, at the date of the deadline for application, are serving in the country of the vacancy at the grade of the position or one grade below or above.

Group 2 candidates: Group 2 comprises candidates from the below categories after completion of one cumulative or continuous year of service in the country of the vacancy.

I. Currently employed locally recruited UNHCR staff members holding a Temporary Appointment;
II. Former locally recruited UNHCR staff members who held an indefinite or fixed-term appointment (within 2 years of separation for males and 5 years for females);
III. National United Nations Volunteers currently working for UNHCR;
IV. National UNOPS and individual contractors currently working for UNHCR;
V. Current GS staff members holding an indefinite or fixed-term appointment applying to a position in the same category two grades above the staff member¿s personal grade;
VI. Current UNHCR staff members in the International Professional category holding an indefinite or fixed-term appointment applying to a GS post;
VII. Current UNHCR staff members in the NPO category holding an indefinite or fixed-term appointment applying to a GS post;
VIII. Current locally recruited female staff members from other UN system Organizations holding the equivalent of an indefinite or fixed-term appointment.

External candidates: External candidates are candidates who are not in Group 1 or Group 2. They must meet the essential minimum requirements of the position and candidates not citizens of the country must comply with all eligibility requirements for employment in line with the prevailing legislative prerequisites in the country. Organizational Setting and Work Relationships

The Driver in the UNHCR Office is normally supervised directly by the Administrative Officer/Associate/Assistant or another staff member when the scale of the Operation so require it. Besides driving, the incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles.

The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties
- Drive UNHCR vehicles for the transport of authorized passengers, deliver, and collect documents and other items.
- Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.
- Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.
- Perform minor repairs, arrange for other repairs, and ensure that the vehicle is kept clean.
- Ensure that the steps required by rules and regulations, or other local procedures, are taken in case of involvement in an accident.
- Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.
- Ensure that instructions and security guidance provided by the supervisor and security focal point are strictly followed.
- Ensures valid documentation for passengers, items or cargo in vehicle.
- Perform other related duties as required.

======================================================================================================== As of 28 February 2021, the Democratic Republic of Congo (DRC) hosts 489, 835 refugees in the country, including 213, 638 Rwandan, 173, 731, CAR 171,051, 46 416 Burundian and 54, 899 South Sudanese refugees. DRC also hosts more than 5 million IDPs located mainly in the provinces of Ituri, Kasai, North Kivu, South Kivu and Tanganyika. As Protection Cluster lead, UNHCR continues to play a key role supporting the DRC Government in implementing a durable solutions strategy in order to help end the cycles of protracted displacement in the country.
As of today, the operation manages 18 field offices (1 Branch Office, 5 Sub Offices, 10 Field Offices and 2 Field Unit Offices) and has a field presence in the provinces of  Kasai, Ubangi , Kivu (north and south) and Haut Uele/Bunia.
In line with these objectives, UNHCR DRC has been proactive about shifting both refugee and internally-displaced person (IDP) programming approaches towards more support for local and national leadership, and for communities as they take the lead in preparing for and responding to emergencies.  In the context of the Eastern DRC, where displacement is a chronic, cyclical occurrence, driven by layers of conflict and government and security forces that lack the capabilities to adequately respond, support to local structures is recognized by many humanitarian, peace and development actors as the key to moving forward.  The humanitarian community in South Kivu is in the process of formally adjusting its working methods to a more sustainable approach, and national and international development actors are starting to be more in evidence ¿ and more predictable ¿ even in fragile areas where previously humanitarian action had taken on even structural work for want of other options.
The Democratic Republic of Congo (DRC) is the biggest operation of the Regional Bureau for Southern, and one of the oldest on the continent. It hosts nearly 500,000 refugees countrywide, 46,829 of which are Burundian refugees, the majority residing in South Kivu.  DRC also continues to host over 5 million IDPs mainly located in the Kasai provinces, and Ituri, North Kivu, South Kivu and Tanganyika provinces, including nearly 3 million in North and South Kivu.
UNHCR works in 5 sub offices and the Branch Office in Kinshasa; the Goma Sub Office covers activities in North and South Kivu.  The National Officer post will focus on South Kivu, specifically the Baraka Field Office which covers Bukavu and Uvira. The Baraka Field Office supports over 45,000 Burundian refugees in South Kivu, the majority of which reside in Lusenda camp, Mulongwe site, and three transit centers with health, education, protection, livelihoods, WASH, and other programs. The Baraka Office is currently undergoing simultaneous operations of voluntary repatriation for Burundian refugees, in collaboration with UNHCR Burundi, as well as transferring Burundian refugees from the transit centers to Mulongwe site. The Baraka Office also responds to internally-displaced persons in the region by leading the Protection Cluster, as well as conducting protection monitoring and community-based protection. UNHCR works with 9 partners, including the Commission National pour les Réfugiés (CNR), or the DRC National Refugee Commission, to serve refugees and IDPs in the operation, and collaborates with several operational partners.
