The Office for the Coordination of Humanitarian Affairs (OCHA) is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. 

The post is part of UNOCHA United Arab Emirates in Abu Dhabi, which in turn reports to the Operations and Advocacy Division in HQ. The National Humanitarian Affairs Officer (NHAO) will report and be accountable to the Head of OCHA UAE.  
 
The position will be key in improving the relationship between OCHA Abu Dhabi Office and the UAE Government and UN Agencies and Partners.  

Duties and Responsibilities

•Monitor, analyze and report on developments in the country and their impact on humanitarian response in the countries supported by UAE and UN agencies.
•Assist in the drafting of regular daily, weekly and monthly reports for the Head of Office to submit to HQs.
 
•Prepare situation reports and briefing papers on issues related to disaster preparedness and response in country.
•Identify and advise on training needs of OCHA partners in UAE on disaster response and response preparedness and organize/facilitate training workshops in consultation with ROMENA or HQ
•Serve as the primary liaison between OCHA and the Government of UAE on matters related to disaster response in ROMENA region.
•Support the facilitation of missions to the UAE by OCHA senior leadership. 
•Supervise the maintenance of the humanitarian database and repository of documents, templates, tools, reports etc.  
•Perform other duties as requested by OCHA. 
During disaster or emergency situations 
•Provide technical and operational advice and support to the Head of Office.  
•At a senior level Liaise with UAE Government to help the development of strategies for addressing humanitarian needs, such as funding response plans and other humanitarian strategic documents, as appropriate for disaster-stricken country.
•Support external relations, public information and advocacy, as well as resource mobilization in close coordination with the Head of Office.
•Deploy on surge to the field as required.

•It is expected that that this senior level post will contribute to OCHA’s work in UAE to ensure timely, effective and coherent humanitarian and emergency response in partnership with all key stakeholders in the UAE. The post holder will provide senior level strategic, operational and technical advice and leadership to such efforts.

•Assists in the translation into English important Government of UAE communications to OCHA including reports and memos.

Required Skills and Experience

Education and Experience: Master’s degree in political or social science, public administration, law, development studies, international affairs or other relevant disciplines with a minimum of five years’ professional experience in humanitarian affairs, emergency preparedness management, development affairs, or related areas, as well as good communication skills. OR 
Alternatively, a Bachelor’s degree in the above subjects with seven years’ experience in lieu of a Master Degree.  
 
Language Requirements: Fluency in written and spoken English and Arabic is required.  Knowledge of other regional language is an asset. 
 
Other: •Familiarity and good knowledge of social, political and economic conditions in UAE and the region; 
•Proven abilities in data collection, compilation, analysis and reporting with ability to write in a clear and concise manner and effective oral communication; 
•Proven skills in conducting and participating in meetings and reporting thereof. 
•Ability to priorities multiple tasks and work under pressure to tight deadlines  
•Ability to work with multi-cultural teams and international professionals; 
•Availability and fitness for travel;
