The Local Government Initiative on Climate Change (LOGIC) is a joint project of United Nations Development Programme (UNDP) and United Nations Capital Development Fund (UNCDF), supported by the European Union and SIDA. LOGIC will promote local action on climate change adaptation at scale. Bangladesh is ranked 5th among the 10 countries of the world most affected by climate change and disasters. It is experiencing change in weather patterns and in the occurrence of extreme events like cyclones and floods, and rising of sea levels. These events exacerbate poverty and vulnerability of people on a regular basis The Government of Bangladesh recognises the severity of climate change and is working to mainstream related concerns into the national development policy, planning and financing. However, in the absence of a specific climate change policy, this sector is served by a number of sectoral policies which also shape the expenditure pattern in the national budget. While the local government institutions (LGIs) are mandated to implement many actions related to climate effects, these actions do not figure in the local plans as climate proofing initiatives.  Moreover, the local planning process does not adequately engage communities and vulnerable people to reflect their needs and demands. LOGIC project will enhance the capacity of local government institutions, vulnerable communities, and civil society organisations for effective and inclusive local level planning and financing climate change adaptation solutions in selected climate vulnerable areas. LOGIC will establish two financing mechanisms at the Union level: a Performance-Based Climate Grant and a Community Resilience Fund.
By achieving its objectives and results, the project will contribute to the reduction of poverty and vulnerability in Bangladesh. Specifically, the intervention aims at achieving the following objectives:
a. To strengthen the capacity of local governments, households and other local stakeholders, to develop local plans that integrate climate change adaptation measures and disaster risk management.
b. To establish a financing mechanism to fund local governments and communities for implementing climate change adaptation measures.
c. To produce information and evidence to feed further improvements in policies and practices for UPs and national systems in relation to climate change adaptation.

 

Duties and Responsibilities

The District Climate Change Coordinator will work under the technical guidance and supervision of the Project Coordinator, and overall guidance of the National Project Director. S/he and will be deployed to the districts and will work with the UPs within the District and Upazila administration. S/he will also closely work with UNDP-UNCDF operations unit, Programme cluster, local government, non-government and civil society organizations. S/he would be responsible for the following key functions:
 

  • Coordinate the implementation of LOGIC’s components at UP level (i.e. risk assessment, needs assessments, planning and screening, financing mechanisms and budgeting, community consultations, implementation of adaptation measures, and reporting).
  • Coordinate the implementation of LOGIC project day-to-day activities ensuring smooth operation at district level;
  • Introduce and explain innovations of the LOGIC intervention at local level and facilitate project communications;
  • Support the implementation of participatory Community Risk Assessments (CRA) which will inform the development of local Risk Reduction Action Plans (RRAP).
  • Support the implementation of the climate-inclusive local development plans and disaster risk management measures, at district and community level.
  • Facilitate the participation of community members, particularly those identified as most vulnerable to climate risks, in community risk assessments and in the local development planning process and implementation.
  • Support the monitoring of LOGIC project activities, their effectiveness and impact activities;
  • Support capacity-building strategies and activities and help in identifying knowledge gaps and training needs at community level.
  • Develop and maintain close linkages with relevant sectoral government agencies, NGOs, civil society, and implementing partners of the LOGIC project, engaging them when necessary.
  • Travel regularly to all UPs in the District and coordinate LOGIC activities with project staff, District Facilitators, local government and communities for quality implementation and monitoring;
  • Prepares periodic reports, status reports as required by the LOGIC project in a qualitative and timely manner.
  • Local level advocacy on climate change issues with district administration, Upazila Administration, Union Parishad, Civil Society, NGOs/CSO and other stakeholders on the ground.
  • Supervision and monitoring of Upazilla facilitator (UFs) at Upazilla Level and Community Mobilization Facilitator (CMF) at Union level.
  • Collection of programme data from the field and development of quarterly monitoring report of the district.
  • Quarterly narrative report on programme implementation and financial monitoring report on Community Resilience Fund (CRF).
  • Work on insurance of climate adaptive livelihoods and other related works for ensuring financial inclusion of the beneficiaries of community resilience fund (CRF).
  • Work on value chain development for the products of the CRF beneficiaries and market linkage along with private sector engagement.
  • Strengthening networks and linkages among the stakeholders and other development organization on the ground.
  • Maintaining synergies between CRF and PBCRG activities in the field level. 
  • Facilitation of beneficiary bank account opening.

  • Knowledge on planning and budgeting procedures;
  • Excellent communication skills (written and oral);
  • Respectful and helpful relations with Divisional, District &Upazila level officials and project staff;
  • Ability to lead implementation of new systems, and positively influence staff behavioural/attitudinal change;
  • Sensitivity to and responsiveness to all partners, respectful and helpful relations with LGD, donors and project staff.

Required Skills and Experience

Education:
 

Bachelor’s Degree in any discipline of Sciences, Social Sciences, Development Studies;
 

Experience:
 

  • At least 5 years of experience in development projects implemented by national/international NGOs/UN bodies/ Government;
  • Experience in working with government officials.
  • Strong training & facilitation skills.
  • Work experience in climate change adaptation and resilience building related projects at local level will be considered a strong advantage.
     

Language Requirements:

Fluency in written and spoken English and Bangla. Skill at Bengali typing is essential.
